Doesn't matter.
Pivot then move, or move then pivot, or move-pivot-move-pivot-move-pivot, it never matters.
The center point of the vehicle is the thing that moves X inches. Parts of the vehicle will mover more or less than X because none of them are spheres.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

Problem has always been that shooting distances, disembarking, etc.. have always been measured from points that aren't the center. Which is why this debate rages on.

This has never been a debate as far as I can see. These discussions are always about how one person or set of people do not like the consequence of the pivoting mechanism when applied to non-square vehicles.
There is no debate, it is what it is.

Vehicle movement is based off the center point. No matter how many pivots you do in a movement phase the center point of the vehicle will have moved no more than 6 inches (or 12, etc depending on what speed you intend to move). Given the non-symmetrical shape of most vehicles, yes, pivoting from short ways to long ways can get the leading edge of the vehicle a little closer to your opponent based on that discrepancy. But it is in no way "extra movement".

I think if players do feel that way, they can just anticipate by positioning their forces that much further. After all, everything is measurable these days.
I wouldn't mind if a Wave Serpent turned 180 to disembark its troops further.  no more serpent shield when I shoot at it! Not all will suffer from this but in those that do, there is a trade off for the "extra" distance.

yup, there is no shenanigans with this.
the centre of the model is what matters in the case of the movement, it is the only constant in a non symmetrical shape that pivots from that point to determine distance.
and with the pre-measuring permitted now there is not a single chance you should be caught out by a vehicles movement distances.

Pivoting is done during movement? Thought I read this not much is changed. Vehicle movement is measured hull to hull (Instead of base to base - which there were diagrams for in 6th), and pivoting is from the center of the vehicle, you can pivot during movement, pivoting doesn't count as moving so a vehicle that only pivots has not moved.
If it's all measured from the center rather than hull to hull, then it potentially makes a difference
Though I'll check when I'm home.

I do understand the rules allow this 'extra bonus' when pivoting before moving, but I have never used such things in a game as I feel it is more than a bit underhanded in an attempt to gain an advantage over an unsuspecting opponent. In a tournament? No harm, no foul.

Vehicle movement is measured from the hull as per BRB, pivoting is from the center
