Exactly. "Best." Case closed. He was the best Primarch, says all the rest. There's no ambiguity. According to 17 other Primarchs, Horus was the best.

There has also been innumerable cases where Primarch's have said "Primarch XYZ is best at ABC. No one could beat him, 'cept Horus, and maybe Sanguinius."

There haven't though.

Magnus thought he was the most powerful Primarch, a notion Lorgar ("He is the most powerful of as all, without doubt", or "You are just as powerful as father") and Lucius the Eternal ("Our father was always strong, but even he was never that powerful. Only the Crimson King has such power.") weirdly enough support. The Lion thought he deserved to be Warmaster, not Horus. Perturabo also disputed Horus' supremacy, and Angron all but states he thinks Horus is a little bitch. Lorgar talks gak to Horus on Horus' flagship, challenging his authority. Horus is so powerless to quell Lorgar's fury that he looks to Magnus, who isn't even physically present, to handle the situation.

People talking about how much of a punk Horus is is almost a running joke at this point.

Martial skill is totally irrelevant. The Primarchs were big and scary, but their main function was to lead. Therefore, if Horus was the best Primarch, that made him the best leader. That said, the position of Warmaster was basically pointless, as the Emperor had very little input as to where his Legions went. Let's not mention that he only made Horus Warmaster because Horus was his favourite.

It doesn't matter what version of them you personally enjoy; the "Astartes+1" or the "Titan-tossing supergodultramen". A Primarch is one man, and battles of the scale their Legions fought at were not won by their personal contribution to the fight. War doesn't care how good with a sword the commander is, or how many tanks he can bench-press.

On-topic, though; just as happened with Russ, Angron would ultimately lose to Horus because he has no regard for tactics. In single, naked combat, though, probably Angron. With the full extent of their normal wargear, Horus - because Angron prefers to wear slave-gladiator armour rather than Terminator armour. Regardless of the tabletop rules on the subject, this discrepancy in equipment should be enough.

It means a lot in a thread where Horus and Angron both have no outside aid and nothing but their personal equipment in a one on one duel.

Those things were not specified, but I was talking about the in-universe consideration of Horus as "the best Primarch". However, this could also just be because the Emperor said so, and almost all of the sons took his word as practically gospel (literally, in Lorgar's case). It's entirely possible that all in-universe approval of Horus is tainted by the Emperor's favouritism.
