It's not a dedicated transport..... does this make all the difference?

It does.

The Scout Special Rule has a section detailing what happens if the Unit is inside a Transport. This section starts with the words, If a unit with this special rule is deployed inside a Dedicated Transport, indicating that this section is only applicable to Dedicated Transports and it is within this section that Permission to Re-deploy a Transport is found. Therefore Vehicles which lack the Dedicated Transport Rule are unable to make use of Scout Re-deployment unless they have the Rule themselves. This is the same for the Infiltration Special Rule, it can only be conferred if the Unit is inside it's own Dedicated Transport.

Inside ANY dedicated transport, not just their own, but a dedicated transport nonetheless.

But what if the vendetta is trying really, really hard?

Would be a useful loophole if the Vendetta selected to fill some sort of 'Dedicated Transport' slot on the Detachment's Force Organization Chart.

Vendettas can be Dedicated Transports for Inquisition codex Warbands.
But the rules for DT say that the unit that "bought" the DT is the only one allowed to deploy inside.
Surely there is no way for another unit to be in a DT unless it's their own?

I am making am assumption based on Deviantduck's "not just their own" post that an argument would be forth coming that the Vendetta in this scenario could Scout. I concluded the only way that would be possible is if it some how retained the Dedicated Transport title if purchased from some Codex or Supplement with an Army List stating they are Dedicated Transports. My post was to pre-empt that argument by pointing out that there is no legal way to select any Unit from the "Dedicated Transport" section as a non-Dedicated version, as there are simply is no slots which they would then fill.

Therefore it is irrelevant they could be purchased as a Dedicated Transport elsewhere, as the Vendetta in this scenario clearly is not one.

And even if you could somehow buy a 'dedicated transport' without a unit it was dedicated too, you would not be able to deploy any units inside said transport, because units may only start the game embarked on a dedicated transport if it is there own.

So just toss a character in there who has outflank, hell there\s warlord traits that can do that.

That was problem number 2... in short, I can't see any way to get that Vendetta to flank using Scout even if it wishes it very very hard.
