Yes, but you are required to Snap Shot, so hitting only on a 6.

It's still really good at bs3.
If it's from behind a psyback the squad can run behind the psyback out of los after shooting psychic scream
If it's from a chimera you can follow up with a bunch of plasmas and apes.
