Well it is a witchfire, but it does not have a profile and nothing links a successful to-hit roll to resolving the power according to the instructions in its entry.

So while whichfires require a roll to hit, we do not know how many dice to roll to hit for Psychic Shriek, not that hitting or missing determines anything for Psychic Shriek.

Yes it does, the real question is how many dice you roll and what effect, if any, it has on Psychic Shriek.

Yes. However you do need to take a leap of faith that one spell with one effect rolls once to hit. Really dissapointed they didn't fix this issue in the new edition.

It has a definite result, people will argue with the RAW, but that is what is good about the RAW It is RAW even if people disagree with it.

OP Check out this thread, paying attention to the Psychic test section and this quote from a post of mine (Specifically the underlined):

"Assuming the Psychic test was passed and the enemy did not negate it with a successful Deny the Witch test, the power has been successfully manifested. Resolve its effects according to the instructions in its entry." (The Psychic Phase section Resolve Psychic power sub-section, 1st sentence in bold).
