Craftworld Eldar have bonesingers and all kinds of Eldar Paths.
The only "sciency" Dark Eldar I know are Haemonculi, and the only branch of science they focus on is medicine and things related to medicine (toxins, psychology, necrology etc.)

Who invents new stuff? Who builds weapons and vehicles? I don't think only slaves are required in factories.

I doubt they develop anything new. They're already far superior to everyone else in every way so why bother?

It's stated that they at least have weapon smiths who proto-type and design weapons, coming up with new upgrades and killy-bits. Those are the ones that designed Dark Lances.

The Heamonculi are the most prominent scientists.
As to mechanical engineers and people like that, I am sure the Cabals have people to maintain their stuff. There is a whole society to that needs to run to keep the raids going after all, and there is only so much that can be done by slaves. I doubt every DE is a full-time raider. I could imagine they rotate on some kind of schedule.

Or maybe it is just the small group of raiders giving the whole DE race a bad name even though the vast majority of DE are decent folk who work very hard each day to feed their families. You know what they say about a few rotten apples...

DE are the eldar from before the fall, thus they probably utelize much of their prefall technology to an extent. CWE need bonesingers to grow their weapons as they no longer have the resources to manufacture them like the eldar use to. DE do have the manpower and resources so they probably go about making things like they did for a hundred thousand years before.
