I want to make vox casters more interesting. Right now they're a useful foot note, but they don't reflect the ability of radio networks to actually broadcast over distance.
Vox Broadcast Network: Orders may either be issued normally, or issued over the Vox Broadcast Network. Every Vox Caster broadcasts its signal 12". Any vox caster within range of another vox caster is considered to be part of the same Vox Broadcast Network. Any unit receiving an order via the vox network must make their orders test at -1 Ld.
Vox Hook-up: Any vehicle may take this upgrade for +10 pts. The vehicle counts as having a standard vox caster and thus extends any Vox Broadcast Network.
Master Vox Caster: A Company Command Squad or Tank Commander may take a Master Vox Caster for +20 pts. A Master Vox Caster has a broadcast range of 18" . Any order issued by a company commander into a Vox Broadcast Network with the Master Vox Caster is tested for at the unit's full LD.

Wouldn't it make sense to just scratch the re-roll and have it increase order range significantly instead?
You know, because you are using vox instead of shouting.

Increase order range? Just give it infinite order range to anyone else with a voxcaster, it is essentially just a radio system, it shouldn't have a range that wouldn't cover the entire battlefield.

I dunno guys. I don't think you're thinking those ideas through where gameplay is concerned.
First, it seems to me that the order ranges are to make sure your command squads are useful in the front and don't just sit back as heavy support.
Second, it's a limitation that prevents a player from spamming REALLY effective orders while hiding their command squad from any risk of being killed.
That means, if vox casters dramatically increase the survivability and usefulness of both infantry and your command squad by making range not a factor, they need to be very expensive, which will not make sense. It makes the army smaller and a heck of a lot less fun. A smaller army just so you can wifi FRFSRF?
I wanted to make a rule which doesn't tip the balance of gameplay too drastically, while not ruining the spirit of the orders system, which is fun (to me, "fun" is applicable in different situations and in different ways, with restrictions that must be worked within) and still capturing an element of realism (but, as with all 40K, only an element).

With sufficient artillery, or deep-striking troops, there is no such thing as a unit not at risk of being killed.

In terms of fluff and common sense, Voxcasters should have an infinite range.
In fact, in terms of fluff and common sense, Veteran Sergeants should be able to give orders to their own squads. They're not idiots.

In those terms, Imperial Guard should not have orders, or everyone should have orders. Can a veteran sergeant issue an order to their squad an exarch, chapter master or aspiring champion cannot? Hell, the Hive Mind should be able to issue infinite orders because there is no distinction between that infinite mind and it's parts.
Good thing I'm not thinking in those terms. Because if I was, I wouldn't be playing 40K. I'd be buying and trading fething stocks.

Reduced risk, then. Aye, outflankers may pop up beside them too. But with objectives, it might not be the most tactical idea. But little chance of being targetted by a charge while issuing orders to multiple units to FRF a horde of Orks who're charging the relic.
