The biggest problem with this list is you've taken a typical BBXX list and downgraded the two x-wings to z-95s, but you haven't gained all that much from those points you freed up. If you're going to make the sacrifice of taking z-95s you either need to add them at more than a 1:1 ratio with the ships you're replacing, or use those points to do something truly awesome that you can't otherwise do. Taking some one-shot weapons doesn't really accomplish that goal. Here's a much better list:

Still two ion weapons, but you can keep using them every turn (and with
FCS boosting them!) instead of just once, and you've got a lot more damage potential when you aren't taking ion shots.

The issue with the failsafes is that the b-wings already have two one-shot weapons. So even if you don't hit you won't see any benefit from the failsafes until at least the third turn of shooting (and remember that your b-wings are probably the first target), and keeping a missile isn't absolutely essential on a ship that has a good primary weapon and
FCS. The z-95s, on the other hand, have a bad primary weapon and are borderline useless if their ion missiles don't do anything, and are much less likely to hit with their one shot since they don't have the
FCS boost. If you're going to spend points on failsafes the z-95s need them a lot more than the b-wings.
