Everyone arguing against blasts hitting multiple floors, what if it is life pulses that affect only organisms and leave structures intact? or plasma blasts that vaporize flesh but not rock or concrete? Realism is not a thing in 40k; there is any number of silly/off the wall weapons to say why the rules work the way they do.

If the marker is over the base of the models in the building yes, but since models in buildings are embarked and removed from the table, you will generate 0 hits as no models will be under the marker.

Indeed you hit everything under the marker.
I have no problem with the rules, It's just a little amusing in those instances on a middle floor where it is difficult to tell if a base is in or not. Blast markers were never a exact science but in some instances now your just guessing whats under the marker.

Not at all, as we see my definition is 100% supported by RAW, If you had a shred of honesty you could admit this.
underneath: (in bold, used as the essence of the rule)
1. situated directly below (something else).
ie: situated directly below the marker
beneath leads us back to underneath:
1. below; in or to a lower place, position, state, or the like.
2. underneath:
directly:
1. without changing direction or stopping.
2. with nothing or no one in between.
To be directly below the marker you must be able to be seen while looking through the marker, regardless of distance, and you can't hit things that you can't see.

Beneath, the words in the rule, also has "below" as a definition. You even include it above, but for some reason - presumably,y because it supports your deliberate attempts to force your change in rules on others - you ignore it.

Oh, not seeing where "underneath" is in bold? On page 158, brb, 3rd para there are no bold words at all, and the word "underneath" never appears? Or is this a falsehood on your part? If not cite your sources.

Since the rule had been clarified on page 1, this has been the only sentence worth reading. Prior to this, I was 60% sure DR was a robot.

To be honest i found it a bit weird at first as well that it would hit everything whatever the floor.
However this seems to be voluntary (as they had a proper rule before on the topic) and is likely something to decrease the fact that ruins are so powerfull as terrain compared to evertything else, i mean you gain a 4+ now whatever cover you really have, even if your opponent is also in the ruin, this can hurt a bit the gunlines that used to stay in ruins so much and i find it good.

I agree the rules makes sense for ruins. As the structure is not very sound anyway, its a RUIN!. So I think everything should underneath the template regardless of floor gets hit.
And the neat thing about that is that the rulebook supports it.
But buildings, they are embarked, and have protection from the blast because of the sturdy ceilings. So the blast would only hit those that are exposed.

Further, since Hitting, Wounding, and Allocating Wounds are seperate (related) processes, the impact of Blasts can be mitigated by intelligent positioning and application of the Out of Sight rule (big thread on this last week).
