Executive Order -- Revised List of Quarantinable Communicable Diseases
EXECUTIVE ORDER

REVISED LIST OF QUARANTINABLE COMMUNICABLE DISEASES
By the authority vested in me as President by the Constitution and the laws of the United States of America, including section 264(b) of title 42, United States Code, it is hereby ordered as follows:
Section 1. Amendment to Executive Order 13295. Based upon the recommendation of the Secretary of Health and Human Services, in consultation with the Acting Surgeon General, and for the purposes set forth in section 1 of Executive Order 13295 of April 4, 2003, as amended by Executive Order 13375 of April 1, 2005, section 1 of Executive Order 13295 shall be further amended by replacing subsection (b) with the following:
"(b) Severe acute respiratory syndromes, which are diseases that are associated with fever and signs and symptoms of pneumonia or other respiratory illness, are capable of being transmitted from person to person, and that either are causing, or have the potential to cause, a pandemic, or, upon infection, are highly likely to cause mortality or serious morbidity if not properly controlled. This subsection does not apply to influenza."
Sec. 2. General Provisions. (a) Nothing in this order shall be construed to impair or otherwise affect:
(i) the authority granted by law to an executive department, agency, or the head thereof; or
(ii) the functions of the Director of the Office of Management and Budget relating to budgetary, administrative, or legislative proposals.
(b) This order is not intended to, and does not, create any right or benefit, substantive or procedural, enforceable at law or in equity by any party against the United States, its departments, agencies, or entities, its officers, employees, or agents, or any other person.

This doesn't apply to Ebola. It applies to SARS and the family of coronoaviruses that are related.
Ebola isn't normally communicable via aerosol vectors. It's not substantially more communicable than HIV, really.

Ebola is really pretty much a non-issue and doesn't require any more precautions by health-care workers than regular contact isolation. You will be on higher levels on isolation with the flu than with Ebola.
It spreads wildly like it does not just because it's contagious, but because the facilities there lack the physical setup and resources to institute basic contact isolation precautions for people that are infected.

Ebola is a gak scary disease, but an outbreak in the US would likely be very quickly contained due to the effective organisational structures and excellent medical facilities there. It's much more of a risk when you've got a poorly educated population and a massively under-resourced bunch of organisations trying to deal with it.

I heard a reason it spreads so well in Africa is that ebola is a disease that only really manages to get around in countries that are well... not very sanitary in general? Also apologies for title, it was what I got from one of the links I saw. I will change it!

You know, it's also a kind of jerk move, if you think about it, for the Obama administration to detain people for respiratory illnesses that are probably caused by the chemtrails he secretly orders.

Lack of sanitation, lack of knowledge, superstition about medicine and lack of effective quarantine methods are the problems.
The scary thing about the current outbreak is that it's the first time it's really been in a densely populated area. It was more localised in central africa, now it's moved into the much more densely populated western coast.
Hopefully they can contain the disease before too many people die.

Based on a book I read way back in middle school (so over a decade ago) there was an outbreak of sorts of Ebola at a facility in VA.... It was originally thought that Ebola was communicable via air due to this outbreak, but after investigation turned out the method of cleaning monkey cages at this particular facility was what caused the cases to spread from one room to another.
