IIRC yes, due to the fact they are still counted as troops.

Sillycybin wrote: TL Lascannon, Fist w/ Heavy flamer don't do this to yourself. Lose the powerfist for the missile launcher or lose the lascannon for a powerscourge.
Your Havocs are also very vulnerable you probably want to lose the autocannon squad and give the missile squad more bodies so they don't lose performance the second they take a wound. The axes are also not necessary on the plague marines.

No.
They are troops, but they do not have Objective Secured. That's a command benefit for a 'Combined Arms Detachment', which they're not part of. They're part of a 'Helcult Formation Detachment', which gets the command benefits Apocalyptic Fury, Living Idol of Chaos and Human Shields instead (which, let's be honest, are better).
List looks solid. My only comments:
Is Ld10 really worth it on the Havocs? I guess Veterans Of The Long War isn't exactly expensive, but how often do you expect to benefit?
Given the Human Shields rule, I'd either take a helbrute armed to advance on the enemy or I'd swap a cultist unit to stand off and shoot. Unless you're trying to get the Helbrute killed to benefit from Living Idol of Chaos, I guess.

Thanks for the clarification, looks like I'll be relying on the plague marines to snag objectives. Now, would it be more prudent to load the helbrute up with dual CCWs and have him stomp up towards something nasty?
