pg 38, models with more than one save. Read the bold print "a model only ever gets to make one saving throw, but has the advantage of always using the best available.

Are we making a save at this time? no, we're rolling to wound. while we are rolling to wound we see the target has more than one save, and we follow the rules about having more than one save in the context of when we are using it.
so while rolling to wound, and we are equating the armor save to toughness so we can determine the number needed to wound. At this time the higher the number is better and we use the best available to our advantage. As
