Between the orks, eldar and tau which xenos has the most effective walker designs in terms of fire power, ease of production and performance ? And I mean anything from dreads and battlesuits to wraithknights or gargants.

Eldar grow their with bonesingers, Orks slap together metal, and tau craft them in what amounts to manufactorums.
I'd say ease of production goes to orks, I mean half the time they don't intend to make a kan or a deff dread, and then suddenly they find themselves having made half scrap metal and half car engine parts and they've made something really killy.
Tau would come next, with suits being an integral part of their fighting forces they constantly produce them to help their forces.
Eldar is last on production, they'd rather not use wraiths at all if they could help it (in most cases anyways).

Being the Ork player that I am, and not knowing much about the other race's Dreads, I'm gonna say the Orks and completely disregard anything else.
Jokes aside, I'm not actually that sure. They do have an "easy" time making their Dreads, Kans and Gargants, but I would consider the Tau's Riptide to be better. Even tho I hate those things with a burning passion...

Don't forget war walkers - they have a high rof at a decent range. They look small and easy to construct and provide good ground scouts for an eldar force. And all the eldar have to do is put a guardian in it - no need to wake up a soul stone.

In terms of fire power, it depends. On a similar-sized walker, the Eldar probably are the most devastating.
Ease of production is kind of hard to determine. Orks just slap things together. Tau are filled with battlesuits. Eldar sing wraithbone into the shapes they need. As for rate of production, though, Eldar would be at the bottom as they look upon their creations as a work of art, and as such will not rush to get things made.
As for performance...table top performance has a number of variables involved. You could pit two Riptides against each other, and have 1 walk away without a scratch, while the other lays smoldering. Fluff-wise, the bigger creations (Riptids/Wraithknights) are relatively new and as such the only fluff on them are in the codices.

In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.
Orks always ride in single file to hide their strength and numbers.

That's nearly the same as a Killa Kan. Easily constructed, and can sport a good gun with a snippy arm to boot, all the while being crewed by a "volunteering" grot, which there's plenty of!

Tau suits look like a hit on the ankle would stop one walking, but look pretty robust and pack a punch. The riptides legs look a bit bigger and better armoured but still the legs look like weak points Probably the hardest to produce considering the size of the tau empire.
Orks also kinda suffer from the weak legs problem, but look like they could take more of a hit and look generally more killy. Gargants and stompas look significantly better armoureed. Probably easiest to make due to the scrap they're made from.
Eldar have floating tanks but choose to use spindly walkers. With no roofs and open sides. The titans look like they could be shot in half, whilst suffering from spindly legness. IMO both are pretty impractical and Wraithbone isn't the easiest to make IIRC.

In the book Valdeor, I remember reading, and was surprised, that the bone singer threw together a whole lot on constructs in short amount of time. It might not be as heard as we think. Going to look it up when I get home.
Since the factors you are using are fire power, ease of production and performance I would have to go with Eldar. For the most part their units are faster, more durable and we really have no fluff saying how hard they are to produce.

I don't think Tau really count here. Tau battlesuits aren't walkers, they're Starship Troopers style power armor. Their legs are useful for saving fuel/energy while standing in one spot, but their primary mobility is the jetpack, not walking around for extended periods of time.
(And I prefer to think that Riptides don't exist at all. They're incredibly anti-fluffy and only exist because GW wanted to sell an overpowered $100 model kit.)

Well it does exist, until the day GW wants to recton them out of the canon; but you can think of it as some Tau earth caste scientists' crazy wet dream; I mean the AdMech shouldn't get the monopoly on mad scientists, right?
But my vote goes to the Craftworld Eldar, by virtual of them (supposedly) being more technologically advanced than everyone else, not to mention the wraithknight.

Lore wise the riptide drew some of its inspiration form the larger walkers they saw amongst their enemies like the titans and gargants. It was also seen as a platform to carry heavier weapons while still staying mobil enough for the tau concept of war.
Also, I've heard the orks managed to build a gargant twice the size of an imperator (and with far more armament) in the span of a few months. Is this kind of ludicris speed typical for ork construction techniques ?

Yes, in Rynn's World, the ork Waaaaagh!!! was able to build two fully functional Gargants in several months I believe. Which is why I believe that Orks have the fastest build span of anything. \

Eldar, hands down have the best walkers. Their titans are not only better than the Imperium's or Orks, and have holofields capable of defending against every single possible attack via light scrambling so you can't even clearly see what you're shooting at, but are also the only titans capable of hopping across the battlefield like a kangaroo on crack with a jetpack. That and it has guns that can one-shot just about anything.

Tend to side with the Eldar on this one barring production capability which the Orks take hands down.
A good few fluff sources (albeit older ones) state Eldar walkers outclass/outmatch virtually all other races. Its just that they are quite rare and only used in the more dire of circumstances.
Quality VS quantity debate again.

Not really. It is a slight variation of the standard Eldar War Walker, which came out well before 2002 (when the AT-XT was introduced).
