Hi Guys,
I'm new to Warhammer 40k and I want to build an Army for the future, for competitive game if possible!
So What army do you suggest me that It's, yes competitive, but also fun to Paint and Play?
I Like Orks but, for what i've heard, the Ultimate Orks's Codex is a disaster...

If you like Orks, play Orks.
If you pick an army solely based on how well it does in tournaments, a) you won't be enjoying the game, and b) you will still lose quite often at the start until you learn how the list actually works. I've seen newish players run tourney winning lists and get destroyed because they had no idea what they were doing with the army.
You will ultimately have more fun, be more willing to play and more willing to paint if you go with an army you like.

Orks always ride in single file to hide their strength and numbers.

Indeed, if you like Orks, go for it.
The codex is rather balanced, not a disaster.
Orks are generally fun to play.
The only downside is that you'll have to paint a lot of models.

Orks have a solid codex actually. No win buttons but a ton of different playable lists. And they're somewhat harder to play properly than most other codexes but have a chance of winning almost every match.

There's always someone saying every faction is either rubbish or overpowered and everyone says a codex isn't as good as they expected. I wouldn't worry about it.
If you like Orks get Orks.
You want to make sure the army your staring at when you assemble/paint/game for the next 6 months is one you like.

Bottom line - This hobby costs a lot of money.... make sure you like the aesthetic and fluff for your army because it sucks when you invested a few hundred dollars into a force and discover you don't like them.
If I was to start over (I'm 20 years into the hobby), I would try to playtest some of my friends armies (or the nice people at your local gaming store) to get a feel for the ones I'm interested in and then select from what feels right and looks awesome to me.
Each army tends to play a little different on the the table so playstyle can greatly affect your choice as well.

1. Not one codex i have seen fails to win if the general is better than the opponents general. Better generals tend to win. So play what you wanna play. And no. the ork codex is very very far from saddening. I play tested them on VASSAL and romped all over people. 10 Meganobz, 30 Gretchen, and 85 or so Orks. 3 Trukks for mobile terrain, Warboss, Bigmek, 1500 points of beattasticness. Good times.
2. There ISNT an army in 40K that is more fun than orks, for both opponents. Is that hyperbole? Yes! But look, ask 500 players which codex DOESNT piss them off when they play against it. The majority would say orks. Ask 500 ork players if they dont enjoy yelling WAAAAAAAAAAAAAAAAAAGH at the appropriate times. Ask em. as FUN goes, hard to beat, both sides of the table.
3. Painting? orks are WORK unless you own an airbrush and arent' afraid to use it. The number of models is intimidating. No lie. If painting simplicty is important to you, Necrons are both competitive and easy to paint. VERY easy. Oh I know you can "do a lot' with Necrons. Someone is bound to say so. but... REAL easy to paint and make them look playable FAST. And they are good if you're into the whole Aztec/Egyptian Space Empire thing.
4. if you just want to beat people up real good and have fancy models, eldar are pretty much the way to go. LOTS of good builds with them. Wave spam looks Striking on the field and they are colorful so if you LIKE painting more brightly than the usual grimdark of 40K, they could be a good and compeittive choice.

Don't use these forums to find out what army is for you. People whine about everything. They cried about the game being unbalanced, and things are being rebalanced. Now they're crying that something changed. This is not just a game, it's also a hobby. If you're in it just to power game, you will ultimately be left with a sour taste in your mouth. Instead pick an army who has a style you like, read their codex and make sure it's really what you are into, and learn how to paint and model them up. Even if an army is terrible, you will have joy in seeing your little well painted men do something. I take small victories away from games, even thought I usually lose. My first painted model was a chaos space marine sorceror and I will never forget him going hand to hand with Sly Marbo and stealing his soul with his force staff. I still contend that that's why he's not in the new IG codex.

Go for orks.
Then go through everyones bits boxes and find two side tank tracks that do not match ( even if the whole tank side is not there), Some parts that might somehow vaguely resemble wheels or half tracks, some parts of warhammer buildings that might work as a top or whatever and go to the hardware store and find a door spring so you can have a cannon and build yourself a looted wagon!
Look in my profile to see the ones I built! You can build a looted version of anything and even make your own killa kans and deff dreads out of building parts and spare vehicle pieces and even build a stompa out of styrofoam, golf tee's, paper and some of whatever else you find outside that people threw away...like a soda can for the cannon arm. Spray paint it and BAM! You got yourself a Stompa for like $5.00

What Vasarto said is true. Orks can be one of the cheaper armies to run if you're into modeling from scratch. One of the guys in my group made a bunch of squiggoths from toy dinosaurs and star wars lizards and such, And they looked REALLY good, actually.

Your call. Eldar definitely have the upperhand on variety, but Orks are just so damn Orky! Though they are definitely not an easy army to win with, they are damn fun to play.

If you're new to 40k, Eldar are probably the last army you want to pick (aside from SoB, but nobody cares about them), they are extremely difficult to paint and play. As usual, I'll recommend Necrons as the best starter army, but Orks are fine too.

So, you have TC saying what he/she wants out of an army, how they want to hobby and game, i.e. competitive play and fun/colourful painting. You have TC stating that they like both Eldar and Orks but are clearly leaning towards Elder due to their colourful-ness. You have the options for all these options with pretty much any army, only you as a hobbyist can determine what you find fun/colourful and even competitive (to a degree). TC decides on the army they want to spent their time and money on for the above reasons and you then swoop in and label them a WAAC player from your ivory tower of snotty, snobby-ness.
Is that about the gist of it? Feel big and clever, now?

It's not like everyone else plays to win, either. It's hard enough starting 40k against all the more experienced players, nevermind the pitfalls of nerfed units/codexes.
