Stumbled upon a few surviving copies of my Citadel Journals, and was very happy to have the issue that had this old gem in it. Did a bit of cleanup and updating, should be alright for 7th. The Dominica/Deathwind is reasonable, especially with the infantry restrictions of this list. Sure we can jack--*ahem*---acquire 'pods from the ParodyPuppies chapter, but I'm a big fan of taking back what was stolen from my army.
Dataslate: Ordos Hereticus Strike Force
This is a special Formation that may be fielded by any Imperium of Man force.
HQ: 1 Inquisitor, 0-1 Canoness, Sororitas Command Squad¹
Elite: 1+ Inquisitorial Henchmen Warband²
Troops: 2+ Celestian Squads
Fast Attack: 1+ Seraphim Squads
Heavy Support: Deathwind Drop Pod (Dominica Pattern)
Strike Force Formation Special Rules
The Inquisitor may only take Terminator armour if they will be deployed via Deep Strike, otherwise they must upgrade to power armour and arrive via a Drop Pod.
All squads other than the Seraphim Squads may purchase a Dominica Pattern Drop Pod as a Transport option. Seraphim Squads may always Deep Strike even if a scenario's rules do not allow it. The mandatory Seraphim squad must take 2 models with 2 handflamers.
The Emperor's Wrath (Strike Force only): This Act of Faith may be used by Faithful Strike Force squads in lieu of their normal one. At the beginning of the controlling player's turn, this Act may be attempted, including the first turn by units in Reserve. Until the beginning of the next player turn, any casualties inflicted by shooting attacks from the unit (including Overwatch) require the targeted unit to undergo a Pinning test. The acting unit may not assault in the Assault phase, but may fight as normal if assaulted.
Dominica Pattern Drop Pod
The Dominica Pattern Drop Pod is a special, lighter variant of the standard Space Marine Drop Pod. Once thought of as a lost STC, a cache of these vehicles, along with a complete STC were rediscovered by a joint Ordo Hereticus and Adeptus Mechanicus Missionary Protectiva fleet exploring an uncharted system. The Dominica Pattern Drop Pod comes in two variants: a transport and a gunship.
Deathwind Drop Pod--------85 pts
FA-11, SA-11,RA-11, HP 3, BS 3
5x twin-linked Heavy Bolters. May be exchanged for 5 x Multimeltas for no cost (this is a standard feature if the AS nowadays, the Holy Trinity is interchangeable for no costs)
Machine Spirit Guided Weapons System: When the Deathwind lands, it must pick the closest single enemy target within range. The pod may bring up to 3 of the weapon system to bear on the target. The system may reacquire a new target each turn, or continue to fire on the prior turn's target.
Drop Pod Assault, Immobile, Inertial Guidance System,Shield of Faith,Open-topped (when deployed)
Dominica Drop Pod---------30 pts
FA-11,SA-11,RA-11
Drop Pod Assault, Immobile, Inertial Guidance System, Shield of Faith, Open-topped (when deployed)
Transport Capacity (6)
¹The Command Squad and Canoness must arrive via Drop Pod and together.
²The Warbands may not include Daemonhosts, Jokaero Weaposmiths, or Psykers.
Flavorful, fluffy, not OP..and makes at least as much sense as the Dataslates GW churns out. And it even follows the GW sneakypete method of requiring more that one supplement to play!

Celestians are Elite. No, I mean Celestians are Elite, you just change it to HQ: inquisitor, Elite: 2+ Celestians, etcetera. It doesn't matter to the formation: there is no reason to even mention Troops.
Also, I think you should use regular drop pods. Since the Adepta mostly borrow ships, and it would only be in cases like this that the ships have pods or pod bays, they are even less likely to have special pods.

If that's from purely fluff standpoint, then it only makes sense that regular humans won't probably survive the landing in drop pods designed for astartes (therefor I disagree with pods in question being described as "lighter" - their design and IGS machine spirit may be more complex to allow for safer landing). Is there any other reason you think regular pods should be used?
While I'm at it, sorry for discussing minor matters over crunch, but I'm not really familiar with SoB needs.

I have a copy of that article from Citadel Journal 49. I used to it in creating my Codex Sisters of Battle: http://www.dakkadakka.com/dakkaforum/posts/list/609583.page
Bell of Lost Souls also released an updated version of that list, Ordo Hereitcus Strike Force. Which was looks to be meant for 4th or 5th edition.
The Citadel Journal version was for the pre Witch Hunters Chapter Approved Sisters lists. Now a days only Ordo Xenos Inquisitors can take Terminator Armour.
Feel free to check out my Sisters Codex, it has updated rules for both drop pods.

Should specify an Ordo Hereticus Inquisitor, I think. That neatly solves the problem of terminator armour.
Weren't there Repentia in the original OHSF?
Also, something to bear in mind: At the time the Dominica's rules were written, Astartes Drop Pods only carried five Marines. I think it would be fair to expand the Dominica's capacity in the same way that the Astartes' pattern Drop Pods have been expanded.

No Repentia aren't included, but the Vindicare and Callidus Assassin were included in the strike force. There was a side article that included rules for an alternative Sister Repentia.
Here's Bell of Lost Soul's version, I don't know if I can post Citadel Journal 49 on here.
