It appears to have been retconned to hell and back, as squigs now are described as fully orkoid.
It's not stated that orks haven't looted tyranids in the later fluff. Thus, the older one isn't retconned. From the top of my head, i can remember a whyrmkilla clan from a 7- th ed codex: Orks that got their hands on tyranid spores and purposefully spread them across planets to hunt tyranids on sport. That's not exactly the same as looting, though. But it doesn't contradict the possibility of orkses taming tyranids that are not controlled by a Hivemind. Or loot tyranid carcasses.
Orks can loot anything. Orks can even loot a retcon of orks' looting something. Orks can loot ANYTHING!

And in regard to tyranids and orks.
In 1st edition there were Genestealer/Ork Hybrids, it was a unit in the book Freebooterz.
When Genestealers infiltrate, just as with humans, each generation of genestealer resembles the race more they infiltrate.
First generation looks like genestealer, 4th generation looks like an ork, but still a bit different.
And even hybrids that look like Orks can still be sniffed out by Orks and even easier by Squighounds, so they cannot really infiltrate the Ork hierarcht or society.
The so they form small units to protect themselves, which were the Ork hybrids.
Squigs are bred from fungus, just like orks.

In the Fourth edition ork Codex, there was a piece of fluff that states that a human titan gave inspiration to a mek to create a gargant. Just think of what the Celestial Orrery would do to a mek if one ever got inspired by it. Ork production of things is incredibly fast, so a celestial Orrery would probably get built in a couple of hundred years or less.

I am pretty sure it's not as simple as pressing a button then little lights appear and then you proceed to blow up the universe.
There is probably a very complex procedure involved to start up the whole machine before you could do anything with it.
I'm sure even Eldar would need to spend a lot of time figuring it out, let alone Orks.
EDIT: also, it would be pretty weird if Necrons wouldn' destroy the Celestial Orery if they knew someone could get their hands on it.

I do believe it's permanently on and has to be constantly monitored/ pruned to prevent catastrophic chain reactions and the destruction of the entire galaxy. It's one of those things that shouldn't have been built in the first place, and wouldn't have been built if the Necrons knew what it would be... but it was built and now it can never be turned off, they just have to initiate damage control by 'balancing' it. Perhaps if one were to destroy the Orrery, it would instantly eliminate every star in the galaxy.

I didn't get the sense that the Necron were unaware of the consequences of its creation. I also didn't get the sense that it needed to be monitored in order to not go nutty. It was shut down at some point or another during the long sleep after all.
As far as orks being able to loot NEcron tech:
1. Orks were created to fight the NEcron and the Ctan.
2. Orks were created with the ability to understand and utilize alien technology.
3. The only alien technology of any real value at the time was Necron and Eldar.
4. We have examples of Orks taking and using Necron technology in the fluff already.
The argument that Orks can't use Necron tech is silly.
Concerning the Orrery and the ork's use for it, they would probably take it apart to make piles of other things. They would likely not know its true purpose and if they did figure it out, it would probably be too late. A clan of lootas would have likely torn it apart for deff guns, shokk attack guns, and zzaps.

Also orks don't need time to figure things out. They have an innate ability to utilize something, even if it isn't the ability to utilize it to its full potential.

Either way it sounds like it would be disastrous.
Yeah I agree that the orks would probably not understand it (unless it was a really smart one,like Orkimedes), but if the machine is so delicate, and the orks are so straight forward and brutal, they should do some serious damage to the galaxy.
Imagine if they accidentaly blew up the star closest to terra, the repercussions would be enormous.

No. Eldar would figure it out in a few seconds. Don't forget they have precognition in addition of their vastly superior intellect. The Necrons are dumb feths programmed by smarter people, but obviously the smarter people did not finish the job.

While I agree it's hilarious (Imagine an Ork riding a Spyder into battle. It's beautiful) in this particular case, there's no ground for it other than wishful thinking.

Necrons are not robots. They are not the iron soldiers of a forgotten empire. They are not the Terminator gone right.
Necrons are the spiritual repositories for a once-proud, living empire who transmigrated into new bodies in search of eternal life. They are undead, and always have been, always will be.
Unless you mean the Canoptek units. Those are robots.

Just because the Old ones did not use technology that was more based in the Material realm does not mean that they did not know how to use it. It is preference. Look at it from a consumer point of view, you have a IPhone and a android People will chose one over the other because of their preference to it, not because they don't know how to work. Also old ones fought the necron empire for a very long time, to think that they didn't learn anything from this war about the necron tech is really silly. So the possibility that orks know how to loot Necron fluff is really probable.

It's more Divergent Development than anything else.
We have coal, therefore we developed technology revolving around the burning of coal to provide energy.
The Old Ones had psychic powers, therefore they developed technology revolving around the shaping of Warpstuff to provide energy, as they had no need to develop coal-based energy (or, indeed, may have had no access to coal, unlikely as that seems).
Any knowledge of Necron technology the Old Ones may have had would have been gleaned with great difficulty (or not, because psychic powers) from Necrons and salvaged Necron technology... incidentally, this may well be why all Necron technology either teleports home or self-destructs when damaged beyond usability: to prevent reverse-engineering.

Also, the Old Ones were had lower level technology because they used the warp. I don't think they couldn't understand the technology of the Necron.

The Ork Mek has an in-built genetic understanding of technology, whether it be fully-machine-based (like a slugga or a lifta-droppa) or working through manipulation of the Warp (like a tellyporta or Shokk Attack Gun). There's nothing particularly unknowable about Necron technology, as it's all based on scientific (as scientific as 40K gets) principles... even if those are principles of the Super-Science variety.

Gauss Flayers are also not understood by the imperium at all. It was deemed that their function was "Impossible" so I'm not quite sure where you get that they are understand.

Unless you mean the Canoptek units. Those are robots. I wouldn't say Undead. In order to be undead you have to die first, and the necrontyr didn't really die. Transhumanist (transalienist?) Lifeforms is a more accurate term for them, since they technically aren't dead; their conscious was merely displaced. They are just inhabiting a different body. They are like cybermen; they were organic, then they replaced their fleshy bits with metal bits. They are a lot like the wraithbone units, except whilst those are undead (they are controlled by souls of dead eldar), necrons have no souls, and ergo, cannot be considered dead nor alive.

They destroyed the entire planet if I recall correctly. Or at least devastated it. Seems the Necrons have been holding back the power of their Doomsday Arks. No wonder they teleport out; an explosion like that renders invasion (or defence) moot.

Ah, I didn't mean to say that the Imperium couldn't potentially understand Necron tech. The Imperium have a wonderful halfway point of development between hard tech and magi tech that means they could potentially develop to the Necrons level.
I meant that the Old Ones would have struggled greatly to comprehend the Necron tech because their own technology was based on entirely different basic principles, while the Necrons, as a non-psychic race, would be completely incapable of unlocking the secrets of Old One technology.
