Well took a long break and got the itch for battle! I need a army i can collect and paint a little at a time.
Played Tau and will never be part of the greater good again. So here is what i am in the market for.
All around balanced army, decent shooting and melee. Currently thinking about these armies.

Orkz
Chaos Space Marines

You might try the crimson slaughter supplement as well, i am just starting the CSM army, saving up for spartan which will hold kharn along with 20 zerkers, some cultists for objective camping 3 obliterators and a heldrake with fauxzerkers from the crimson slaughter supplement
BUT: i gotta warn you, most of the book(atleast in my area) can't do a thing in competitive games apart from plague marines and drakes

Another vote for Orks here.
Which is strange coming from someone who calls himself Chaos Legionnaire.
But seriously, Orks are extremely fun to convert and paint, and have a decent codex with a variety of fun and effective builds. They are a very comical army overall, and are best played as such, in my opinion. As has been stated earlier they can be fun for your opponent as well as yourself.

I think that it is best to make an army which has many different ways of winning.
No matter what army you choose, if it can only do one thing well, it will be countered and you will find yourself in some bad match ups.

Chaos is always a fun army, though some people will currently tell you it's not competitive. If you don't care too much about that it is a very diverse army that is fun to collect, build, paint and play. Also it somehow feels right to ally in Chaos Daemons, while with other armies I don't like that. Both taken together is a huge set of tools with which you can have fun with avery aspect of the hobby, including winning.
Some things about my other armies:
Eldar: playing those since 2nd edition and I love the tactical playstyle ever since. Currently people will feel about you like they do about a fan of Bayern Munich: "Jumping on the winning bandwagon, eh?". That's due to Wave Serpent lists being considered overpowered. Taking this army will allow you to smash people into smithereens in casual environments. Take it if you like being yelled at.
Necron:
Quick to paint and huge fun if you like the idea of an army of undead robots that are slowly walking to destroy any life. Currently very powerful, but they will probably get a new codex soon and nobody knows if they will get back to mediocre or stay top level.

Well, OP, depends on what you like.
I have two of the armies mentioned.
SW: Vikings in SPAAAACE! They got a few cool new toys and I would say they are the more competitive and characterful SM army out there: you want to play a SM army, they would be a good choice. I still think I should hear bagpipes when they go into melee. Shooting: Good, Melee: Good.
IG/AM: My recent favorite army at the moment. If you like a more "traditional" army spoiled for choice, they are it. I go both mechanized and foot slog, each are very different and I feel the codex has addressed both interests well. Orders give a new way of looking at the normal trooper. Fielding a horde is pretty easy with conscripts. Priests, Commissars, Engineers and Primarus are all good characterful support characters: they add some interesting points to all those troops. Shooting: Excellent / Insane (Lots of it) Melee: Limited (overwhelm with horde and Commissar / Priests imbedded, Ogryns are rather expensive).
Orks: Play against them all the time. For an army with poor shooting skill they make up for it in large amounts. This is the best army for customizing hands down. 30 man blobs of orks are still scary, koptas are painful to kill off and Lootas drop a hail of S7 bullets. No army has more character. Orks just love to fight and seem the more "happy" of armies. Many choices to pick from but the two troop choices of boys are the heart of the army. Shooting: Good (poor skill but lots of shots and re-rolls), Melee: INSANE
Chaos: Angry, pissed-off marines who mutate in their spare time and make friends with daemons that seem to like melding with pretty much anything. The flavors of the 4 gods or just the differing warbands can inspire. This is a harder army to compete with but has many options. With the various daemon engines, they are lately more than just spikey marines. Close combat is a bit harder to do with the latest rule-set so their skills in this area are a bit challenged. If you like to play a bad guy, who takes his violence seriously they would be the good choice. Shooting: Good, Melee: Excellent.
Best I could do for some guidance. SW is the most "balanced" and I would suggest dabbling with the AM/IG and combining them for fun.

When 6th hit, I tried playing CSM the way I played them in 5th edition - maxed out Obliterators and MSU Plague Marines.
This doesn't really work all that well anymore. But, the way I'm playing them now is both a hell of a lot more effective, and a lot more fun.
Mobility is king in 7th edition. Despite being MEQs, CSM are actually surprisingly maneuverable with both infantry units and vehicles. And, unlike Eldar, they pack a serious punch in H2H. The units you're interested in are:
HQ
Lords (on bikes). LC / PF Lords with MoN and buffs from the Crimson Slaughter supplement are beastly. Oh hi 6 S9 Powerfist or S5 Lightning Claw attacks on the charge. Getting the Shrouded warlord trait just feels dirty.
Sorcerers (on bikes). Access to Telepathy makes them pretty nasty. Don't give them a mark, just 3 Mastery Levels and a Spell Familiar. Invisibility is pretty fantastic, especially on a unit like Spawn, and Shriek (the primaris power) is great for punking Riptides.
Be'lakor. Guaranteed invisibility is pretty nice, but he's as expensive as a Loyalist Land Raider + a Helbrute so you're paying out the ears, but if you've got a good unit to Invis and another unit to Shroud you're going to be well protected.
Just for fun, running Typhus can be fun. He *can* be useful for board control too but I'm not convinced he's a competitive option since he's competing with the above options.
Fast Attack
Bikers. Very fast, and hang out well with the biker HQs listed above. Give them MoN for that T6 goodness, and a pair of Melta Guns. Sergeant gets a Powerfist.
Spawn. Mark of Nurgle spawn are absolutely horrifying. With Rage, they're generating up to 40 S5 attacks on the charge, and T6 is nothing to laugh at. They almost always get a T2 charge for me, especially since they ignore Difficult Terrain. I don't go to any competitive game these days without 15 Nurgle Spawn. Good place to hide a Lord or Sorcerer.
Heavy Support
Maulerfiends. That 12" move synergizes really well with Spawn, and you throw them at the things that the Spawn can't crack, like Land Raiders.
Helbrute Mayhem Pack. I don't know that these things are necessarily competitive, but 3 Deep Striking dreads with IWND packing Multimeltas and Powerfists definitely constitutes "mobile." You just have to get them early to make it worth it. They also rage every turn, so they should be fun to play - Throw them in deep to your opponent's backfield and let them run rampage.
Troops
You might notice the distinct lack of mobility in our Troops options. Sure we don't have biker troops like Loyalists, but Plague Marines in Rhinos are pretty quick (up to 18" per turn if you move flat out), they give you 2 Objective Secured units (the transport and the squad inside) and are a pretty good value for what you get. In a pinch you can throw them at Wraith Knights since they're wounding everything on 4's anyway. Bonus points if you peg him with a Blight Grenade and blind him.

Of those four I'd also say orks or chaos. Both are more short-range shooting and chopping, it just kind of depends on what you like. And, I suppose, if there are any specific kinds of builds you want to make.

That's why I stopped playing chaos. Everything became "Go Nurgle or go home."
I'd add that the forgefiend is better than some might say. You can't take just one though.

All those you mention can do what you said: Be balanced. Orkz with their tons o Lootaz and artillery, yetthey assault fo course. chaos Mariens with their Heldrakes, Eye of night and crazy amountso f Witchfired and yet very punchy. IG with their EXCELLENT Blob squads yet a "shooty army" by trade. and Space Wolves with their Longfangs yet their thundercavalry are ridiculously good and were before this new codex.
You really cant go wrong with this list for balanced forces and 7E is really encouraging balnce over ubepowered stuff which I love. I'll always be a Tau general at my core, but you said thats out.

Indeed. Its a tough one. Though orks will make you universally loved by opponents becasue its so darn fun to play against them (and I loved playing AS orks also when I tried them out)

Orks are my favorite army to play against. I table them every time even when I don't bring my GT list. I play SW with SM allies which is by far the most competitive army of the ones you listed.
