Uh, sorry to break it to you, but the Farsight Tau canonically have lightsabers. Admittedly, they're Fusion/Melta tech, not Plasma tech, though.
Same with the IoM, although that's Black Library fluff.

You can actually take Beastmen in a Forgeworld Renegade and Heretics army. Though they differ from fantasy beastmen in that they're Abhumans in WH40k while beastmen in Fantasy aren't (...or are they?)
Never heard about the skaven thing though

Skaven in 40K used to be called the Hrud. This was back in 3rd Edition, in one picture in the core rule book. Then, years later, something happened and now the Hrud aren't rat-men anymore, but they still kind of have a lot of Skaven-ish traits.

The skaven-Hrud was just a crouched Jawa with a ratlike tail coming out from under its robes.
Beastmen in Fantasy are pretty much a kind of abhuman too, but the scale of Fantasy means that the ones who can make it to the North have forged their own culture rather than clinging to their human origins.

Yup, Fantasy Beastmen are mutants who, for whatever reason, "breed true". Just like Ogryns and Ratlings.
