Depends on what you mean by "most wanted". Very few know who cypher is. No one outside the unforgiven know, and even among this hand full of chapters, few of them know. Although we don't know how many people are in the know enough to know who cypher is, we can take a guess that only the Death Wing and Raven Wing, and their equivalents in the other unforgiven chapters, along with the Interrogator Chaplins and a few others, are hunting him, although not all know his name. We are not given numbers for any of these, but we do know there is probably less than 10 unforgiven chapters, and guess at between 50 and 200 in each company in each chapter, depending on numbers deemed ready and recent losses, so probably a maximum of 5000 people looking for him would be a reasonable number.
I'm sure that there are many people the inquisition are hunting or people wanted by the Arbites, or even particularly dangerous criminals on some hives probably have more people after them.
However, the Unforgiven probably hunt with more zeal than anyone else, and if they told anyone then there would be many more people hunting cypher, but they would have allot of questions to answer.

I like to think his sword is an anti-perpetual weapon and he is working to slay the emperor and thus free him from the golden throne by allowing his re-birth. He needs to weaken the imperium in some parts to achieve this, but conversly also needs to keep the imperium strong so it can eventually be saved.
I just like the whole 'hunted ranger' who is trying to achieve the greatest good possible, whilst having to do some dastardly things in the process.
All absolute conjecture. Nobody really knows.

An Anti-Perpetual weapon kills perpetuals, Destroys them forever.
I think you've confused terminology.
Maybe you meant he's trying to kill the Emperor(Normally) so he can bring his rebirth.

The Cypher isn't necessarily even one guy, though it's likely.
Though he's not the most wanted. Only the Unforgiven (and the Angels of Absolution) and the Grey Knights know. Ghazhgkhull and Abaddon are probably the two most wanted, at least as far as the Imperium as a whole are concerned.

The Cypher used to be a title, not a name. Whereas it is likely it's only one guy, the data slate suggests Cypher may have been several people since the ammunition depot accident on Caliban.

On the subject of oldest SM, it would be either Kharn or Ahriman as they were both Terran Veterans and served from the start of the Great Crusade.
Back on topic though I think Cypher is still loyal to the Emperor, after all in Grey Angel he did help Loken and Cruze escape Caliban after their mission failed.

Keep in mind that one older BL book (angels of Darkness I think) has that one fallen confess the fact that Luther was a loyalist and Lion was just waiting the conflict out to side with the winner. The fallen says he ordered the strike on the Lion's ships after they failed to respond and admits Luther was loyal all along. The chaplain then tells Luther "You wee right."
This might be non canon now but makes infinitely more sense than the other explanations for the whole Fallen event, especially the pathetic one put forth in Fallen Angels.
So yeah is Cypher is the Lion or siding with him it may not be a good thing.
