Yes, it's one of these threads.
I'm starting Necron because I heard they are a very good army.
Which mods should I buy? What are the hands down best units in the dex? I don't want to waste money on subpar units.

Get a Battleforce for 20 warriors, a ghost ark, 5 scarabs, and 5 deathmarks. That saves you money on some must haves.
Get 5 barge kits so you get 3 annihilation barges and 2 catacomb command barges
get 2 night scythes
That so far would be your core.
Then you want to add a night scythe or a ghost ark. Or both. I have 2 ghost arks and 4 night scythes.
Wraiths are solid and lots of people use them. You probably want to pick up at least 6. Some like to run 2 x 6 or even a full 3 x 6 of them. They were better in 6th edition, so not quite as widely used today, but still solid.
Spyders and more scarabs are also viable. My preferred list runs 6 spyders for a medium sized scarab farm. I love scarabs. Spyders and scarabs get really really good if you play on boards with lots of terrain.
Tomb Blades are ok.
Immortals are ok, but I seldom use them. Others might like them more than I do
You can get a box of Praetorians and convert them into 5 cypteks. Crypteks of the Storm are awesome and Crypteks of Despair combo with the Deathmarks.
Probably the best units in the codex are (Warriors are a must have so don't warrant fitting on this list)
Storm Tek > Annihilation Barge > Catacomb Command Barge > Night Scythe > Scarabs > Wraiths > Ghost Ark > Deathmarks > Spyders > Immortals > Tomb Blades

If I was starting my army again I would buy double battalions, building Deathmarks and Ghost Arks where I have the option. Following that grab 2-3 CCB/AB and just don't glue the gun on or, better yet, magnetize them so you can run them as either. This way you get 3 Necron Lord (or Counts as Cryptek) models and the CCB/AB are both fantastic. Then I would pick up 2 boxes of Canoptek Wraiths, and when you build them I recommend not adding the whip coils as they as very difficult to deal with on the table top. Next, nab some NS/DS kits and magnetize them to run as either one, though mostly you'll end up using them as NS. As a lower Priority get more Warriors/Scarabs/Immortals/Deathmarks, and perhaps even some Spiders (Not bad for their points).
There's a rumor we'll be getting a new codex at the beginning of the year, so this could all change.
For now I would stay away from Lychguard/Flayed Ones/Triarch Stalkers/C'tan unless you just have the extra cash. Most of the IC's can't compare to an Overlord in a CCB these days, especially for their points, but still they can be fun.
Oh and the CCB/AB are the best units in the Dex, followed closely by NS and Canoptek Wraiths.

Best models to start with would be a battleforce and a barge. The battleforce is good value for money and all the units are good and with the barge you can make either a CCB or an Annihilation Barge (both are very very good units) and if you make an AB you will also get an overlord on foot. With these sets you can easily make a 700-800 point army and start playing.
The best units in the codex (IMO)
-HQ: Zahndrekh, Overlord on CCB, Destroyer Lord, Crypteks (Stormteks and Despairteks)
-Elites: Deathmarks (best in a Night Scythe with a Despairtek)
-Troops: I tend just stick with warriors, either 5 in a Night Scythe with Stormtek, 10 in a Ghost Ark or 15-20 blob on foot with Zahndrekh (or Lord with res orb) and ghost ark support
-Fast Attack: Wraiths are great with a Destroyer Lord, scarabs are also quite good
-Heavy Support: Annihilation Barge is the best (fill your heavy support slots with these), but spyders and doom scythes are also good.
But there is an impending new codex coming probably early next year so all this may change. I would recommend starting with the battleforce and barge and just getting a variety of models that you like the look of, because who knows what will be good in the new codex.

Don't buy any named HQ except for Zandrekh, Obyron, and Imhotekh. Get them in that order.
Zandrekh shows up in lists. Obyron is rarer but you still see him. Imhotekh is more for very large point games.

1) Nemesor Zandrehk
2) Destoyer Lord (w/ Warscyhte, Sempiternal Weave, and MIdnshacke Scarab...and a Res Orb if you attach him to a unit with Reanimation Protocols)
3) Generic Overlord (with or without Catacamb Command Barge)
4) Imotek
5) Don't waste your money (unless the next codex changes things)
Just my opinion here, but I've seen people waste alot of points in Necron armies taking multiple HQs....1 HQ is usually all that you will need until you hit 2500-3000 point games.
Oh, and Crypteks are good...the models are cheesy, so I recommend conversions.

Barring changes to the codex (which could change everything): Warriors, Wraiths, Annihilation Barges, a Triarch Stalker (just one, w/ TL HGC for range), Crypteks, and sometimes Night Scythes.
And go ahead and convert yourself a Transcendent C'Tan (not a C'Tan Shard) in case you play against opponents with balls.
Units to avoid (again, new Codex could change things): Fleyad Ones, C'Tan Shards, Lychguard, Praetorians (whatever they're called). Not saying don't ever get them, but put those at the bottom of the list.
If you ever want tips on how to save money on conversions, there are some common "easy-relatively easy" ones to be had, so just ask, and plenty of people will answer.

It is bad. The stalker too. Scyths, arcs , anihilation barges, command barges and wrights are core of all necron lists. the only tactical decisions are do you want to run 3 scyths and 2 arcs and if will you run gauss or tesla.

As said, it is best to start with a Battlebox.
I'd go for Immortals instead of Deathmarks.
Then I'd take 2 to 3 Annihilation Barges and 2 Night Scythes.
The Barges already contain an Overlord, with warscythes please.
I'd stay away from special characters atm, since we don't know what will happen to them when the codex comes out.
At a later stage I'd opt for a DLord with a unit of Wraiths.

I support getting 2x battle force. Best value when starting out, and almost all the units are useful.
For 'best units' I say the deathmarks with a despairtek deserve a mention, and have a special place amongst cheese. Ap 2 template that wounds on 2+? Yes please!

There are some insanely undercosted units in the Necron codex, the top three I would say are:
- Night Scythes aka croissants.
- Annihilation Barges.
- Harbingers of the Storm (Haywire Crypteks).
All three of those are really excellent for what they cost. However, in all likelihood there will be a new Necron codex early in the new year and things will change, so if I were you I'd avoid spending loads right now. Maybe just get the battleforce like others have said because you will always need some Warriors.

If this question was for me, then I'd say the Monolith is underrated, but should probably be on the lower end of your priority list...there are better units for the points to get first.
And its worth keeping always in your mind that the new codex (whenever it may come out) could change everything.

Personally, I like to take a unit of 10 Scarabs and then 9 Spyders. They then back up my teleporting Immortals and Lychguard.
The only real problem is that for some stupid reason, Super-heavies are immune to Entropic Strike, which is really freaking unfair considering that everyone else's anti-tank special rules work just fine against them.

I'd say wait 2 months until the new Cron codex drops. Cause everything we can suggest might be a terrible paper weight in that short time frame.
You cant usually go wrong with basic troops.

And GWs usual 180 balancing has been off lately. What we have been seeing is massive tone downs of dexes and increased power of formations.
Things I predict will change:
- resurrection protocols will be FNP. It gets closer and closer to it so its likely they will just streamline it,
- Night scythes go up 40 to 60points
- Chariot Lord gets nerfed into the dirt.
- Mind shackle scarabs nerfed
- Cryptek options nerfed/reduced
- Tranny C'tan nerfed or increased price.
Im sure there will be other nerfs because that's the train GW is on right now. But who knows, all we can do is guess.

I guess the new codex will not contain any new models.
