Well that changes my understanding of things considerably. The earliest you could gain the advantage of the formation's rule would be T2.

Possibly. Though you might be able to bring hte formation in Turn 1, and theoretically bring in some units via Drop Pod Assault, however, that is a discussion for another thread.

Yeah there's debate in my group now that says the drop pod is open-topped, therefore you could deep strike then assault.
But the formation says units that arrive from deep strike assault can charge, not anything, so it depends - does a dreadnought that is in a pod that deep strikes also deep strike itself? The key phrasing is "arrives from deep strike reserves" Which both a transport and it's cargo would do once being placed there. But there is an ongoing thread discussing it already so I digress.
