I've been in and out of 40K for many years and I'm not too up to scratch on all the new Formation/Organisation etc.

Does a Necron players like myself NEED the Exterminatus book or will regular lists I field from the Codex still be legal/allowed in Tournaments etc?

If not, what benefits would I receive in buying the book?

Not a must buy. It's hard to say how good it will be in a month when the new codex drops. There are some cool warlord traits, some relic-like stuff, a pretty good detachment and several formations.

Not required and the base Necron book while starting showing it's age still has very powerful units. At this point I would just wait for the next Codex.

No, it's merely a supplement.
Something you can use in addition to the Codex.
The Codex gives you all units and the BRB gives you a Detachment and Traits.

But if you want Necron Traits (which are incredibly good), Relics (which are even better) or Formations than you should try out the book.
It's not worth that amount of cash if you only play Necrons, so you could try some alternative ways of getting the Formations.

Quick question, does it have to be that campaign scenario in order to use the formations / alternate detachments?
Or can I just use whatever?

You can use any mission.
You only need the formation or detachment for the Traits and Relics.

But there are no requirements for the formations or detachments? I could use them for a mission from the BRB?

It actually says towards the start of the book that you don't need a Mephrit Detachment to run Mephrit traits.

Can you tell us where it says so?
I can only find the following:
If your Warlord is part of a Detachment or Formation presented in this book, you can choose to roll on the Warlord Traits table of the appropriate Faction in the following sections instead of those found in Warhammer 40,000: The Rules or listed in your codex.

So it doesn't have to be the Detachment, it could also be a Formation from the book.

Even if it isn't said, I'm pretty sure it's said in the main book that the CAD and Allied Detachment can be taken by any army. Meaning, barring any explicit statement saying otherwise, it should still hold true in this case.

Well, they can be taken by any army.
But the Mephrit Dynasty is not another army, they are Necrons.

If you want to take a Relic from Exterminatus, the Detachment has to come from Exterminatus.
A CAD or Allied Detachment is not from Exterminatus and thus cannot take their Relics or Traits.

Wouldn't that be like saying that the only way to use the Warlord Traits and Relics from a faction's codex is to use the detachment that comes with it? There's never been such a restriction before, if memory serves. For instance, DE players can still use a Haemonculus Coven's Warlord Traits and Relics even if they're using a regular CAD, right?

Not sure about the Dark Eldar.
But Orks and Space Wolves can only use the Supplement-Relics/Traits if they play a Supplement-Detachment.

May've misread that as saying angels and 'Crons can pick which table they want to use.

On the plus side, bet you wouldn't have trouble getting people to let you use the trait table for a month in casual games. Fluffier than the generic ones after all.

Top of page 55 in exterminatus rules gives permission for relics a traits to only the formations in the exterminatus book itself.
