im curious as to the associations one can make with horus heresy and 40k detachments and datasheets. im specifically asking about the expeditionary navigator. his datasheet covers only horus heresy factions but none of the 40k armies. i find it weird that there are horus heresy formations already considering many legions simply dont have rules at all or if they do they arent fleshed out. so i guess im asking can he be used in normal 40k armies? and if so which ones.

Does it say anything about normal 40k armies? No. Therefore you can't use him in a 40k army.

RAW he can be taken as an HQ choice in "any Primary Detachment." Common sense says he's a Heresy unit, I'd ask your opponent before trying to run him in a normal game. Especially if you're going to use "any Primary Detachment" to give Tau, Necrons, or Tyranids their very own Navigator.

So does RAW, unless you can cite some rules for using Agents of the Emperor/Warmaster in 40k armies.

Also it's not that weird that he has a data sheet 'considering many legions don't have rules at all', he's just a one off event exclusive model, I think a data sheet like that is a perfectly acceptable way to present his rules. Data sheets are only ridiculous in 40k because of the bloody amount of them, and that you have to pay for them.
