If someone has the ability to snipe out the Banner, they'll equally be able to snipe the Apothecary - I'll agree that redundancy is good to have in a list, but it is a chunk of points that won't necessarily come up in many games.
With regard to the extra points, either an Attack Bike (with Multimelta) if you have the model, or another terminator or DWK, the rest is just filler so put the
SB's back on if you like (I've not had many instances in 7th where it would come up I suspect, but it's tricky to find anything else to do with the points - can't enlarge any of the non-terminator squads, maxed out specials). Something to consider with the spare points: an Auspex on the Chaplain - his bike only comes with Boltguns, so being able to reduce the cover save of the unit being shot by the Plasma Talons (which will be ignoring armour saves) can be useful.
As for the Librarian - Divination can provide some useful tools (a 4++, re-rolls on to-hits, Ignores Cover) the Primaris from Telepathy can be devastating, and Invisibility is just plain broken.
