Cult Mechanicus is the same size as skitarii, Very few units and no fast attack options. There is also no vehicles. Just to clear up some misconceptions, here is a brief unit overview.

Tech-Priest Dominus
Troop
Kataphron Breachers/ Destroyers
Elite
Fulgurite/Corpuscarii Electro-Priests
Heavy
Kastelan Robot Maniple
The current thinking of many on this codex along with the Skitarii codex is that these eventually will all become one codex. Its hard to know for certain, but with rumors of a full sized Adeptus Mechanicus codex in the future, its quite possible that we will see these combined. It looks like the next few weeks will be all about the Cult Mechanicus. I look forward to seeing these models from the descriptions we have heard.

I've been told that the propper AM codex is at least 6 months away. The yearly renewal might happen on the "smaller " Codex.
This is from someone I consider fairly trustworthy however he has been wrong since he did say fantasy was may.

Orks came out before Space Wolves and they have it.
I want to say that Militarum Tempestus had it as well for the Taurox Prime, but I can't say for certain. If they did--then MT was first.
Annoyingly enough in any case, Guard did not get it for Chimeras. I hope they don't though. Rent-A-Chimera is just as dumb as Rent-A-Drop-Pod. I'm considering a house rule where any model that is not in Power or Terminator Armor that is in a Drop Pod that Deep Strikes has to make a Toughness or Initiative Test or suffer a wound, with no saves of any kind allowed.

You understand the difference between "My AdMech units have the option of buying a Chimera transport for X points, as a unit option" and "My AdMech units have no option of buying a Chimera transport, so instead I use the Imperial Guard Codex with an HQ, two Troop choices, and then fill my Fast Attack slots with empty Chimeras", right?
Nowhere in my post did I say "They absolutely should not have access to any transports!"(although, if you actually read the Skitarii book it makes a pretty compelling case for the reasoning behind not giving them transports). That's YOU reading into my post what YOU want to reply to.

I'm not sure if regular IG can use it, but I know Death Korps can. Eh, you can't use it anyway. It functions like a dedicated transport drop pod, so Skitarii would not be able to use it anyway. Also, damn you GW for renaming IG Astra Millitarum. Now we have two playable factions with the initials AM...

Swing n' a miss GW, swing n' a miss. Their plastics tech has gotten pretty decent at organic shapes recently, still not resin but pretty good, so I find it really confusing that they seem so reticent to push the fusion of man and machine/body-horror/Blanche-esque side of the Mechanicus aesthetic, almost as much as I find their insistence on ignoring the existing background, sparse though it may be, about the Mechanicus' military annoying. I understand that they're labouring under the delusion that throwing new names at things will stop 3rd parties by somehow making everything super-ultra-mega-Voltron-level copywritten, and so they balk at historical-adjacent terms like "Praetorian" and "Sagitarii", but damnit I heard "Skitarii" and "tracked heavy infantry" and was finally looking forward to fielding on the tabletop the units which attracted me to the faction years and years ago when they were just fluff. Call them "Blurblewurlble-class Praetorians" and "Sagitarii Gurblegurps" or whatever if you need to pander to the laywers, but at least nod to the old background.
And give me my giant implausible grotesquely over-muscled half-man-half-machine combat servitors, dagnabbit.
I really would have enjoyed more robes, less robot.

Actually if you think about it. According to the Skitarii fluff they don't have the transports. So does that mean they show up to a war zone and then refuse rides? No, that is ridiculous, by the time they walk to the actual battlefront the war could be over and any STCs long destroyed or carted off. So when the Skitarii show up and need to be driven around the commander would obviously get another of his available forces to drive them. The Skitarii may not have any transports of their own but the IoM rarely fights with only one branch of it's army and have numerous examples in fluff of attaches being transported by other branches (Imperial Navy is the most common example).
This is similar to the movie American Sniper (or reality for any of you armed forces guys). Chris Kyle is a navy seal sniper supporting the marines and GIs. Do you think that the navy seals transported a navy seal hummer to the middle east just to drive him? Nope, they either get some bored army grunt (my little brother can attest to this) or make a driver pool to do so. The vehicle and drivers are Army (Marines, National Guard, whatever trooper is standing around) and the "unit" transported is Navy Seal(s).

Take Inquisition allies for cheap psykers with psychotroke grenades, inquisitional rhinos or land raiders (they still get psybolt ammo) and again they are cheap on points and in inquisitors can be tailored for what you need (anti psyker/daemon or general ordo Xenos).
Having a psyker in each unit to reroll hits is kind of nice.

Thanks for the pic. I've saved it just in case. The not-thallax look interesting but the FW thallax look alot better still. At least there will be an easy counts as for players. It's good to see that early skittari adopters can use their stuff there as well.
