It allows police to harass specific people legally by making a piece of clothing a minor offence to allow them to find out other things.
It is basically a form of 'stop and frisk'. They can now stop and fine anyone wearing a hoodie and look for probable cause for secondary offences.
It is pretty obvious... Especially since it has all the exemptions for religious and weather.

Right but Hoodies aren't an inherent right, core to the very basic fundamentals of your humanity. However,the right to as much modern firepower as you can possible handle is exactly that kind of basic aspect of being human. You can't compare the two. It's like trying compare air or water to luxury yachts, private jets, or deluxe virtual-reality sex simulators.
Something like that anyway.
Or we could just stop trying to pass stupid laws in general, regarding hoodies, firearms, or otherwise.
