Tyranids don't have free time. They don't have digestive systems, they're created as need be and re-absorbed into goo when not necessary.
That said the hive ships don't get re-absorbed and with no FTL they must spend a lot of time playing space license plate bingo wandering between edible star systems.

Long walks on the digestion pool beach. Quiet nights with a long legged Hormagaunt in a dark sphincter (of the Hive Ship, not the Hormagaunt's). There's some very riotous games of Blood Bowl too but the Carnifex team normally wins.

Sources vary. I recall BFG suggesting that they just move very fast at sublight but they retcon these things all the time and I may be misremembering.

Tau have FTL travel. they're slower but they have it. understand that if the 'nids ONLY traveled at the speed of light it'd take them likely a decade to get from one food sorucer to the next. giving the IoM sufficant time to fortify to such a degree that the 'nids simply would be unable to win

Imperial detection devices aren't that good, BrianDavion. They can only detect a Hive Fleet incoming about a year before they actually arrive, and that's because their astropaths suddenly all go dark. With no way to get out a plea for help, all the fortification building and preparation in the world won't save them from the 'nids.

You overestimate the Imperial bureaucracy. It will take years before the information of an approaching Hivefleet reaches the proper decisionmakers at the Administratum, years to gather the neccesary forces to confront the Tyranids and then pray the Warp is in a good mood and all forces will actually arrive when and where they are needed. And of course it is always possible the reports of the Tyranid attack are lost somewhere in the bureaucratic chaos.
Not to mention that the Hivemind shutting out astropaths does not really do wonders for communication either.
The Imperium is so sluggish that the Tyranids could eat an entire subsector before the Imperium even knows it is under attack.
On a sidenote, this is also why Space Marines are so valuable to the Imperium. They can react quickly and marshal forces without all the bureacratic hassle (unless they are the Iron Hands of course  )

no I don't over estimatge the Imperial Beucracy. belive me, my comment was taking into account the beucracy, however it was more noting the sheer size of the galaxy. if one assumed the Tyranids traveled at lightspeed, it would likely mean decades of travel from one major world to another. yet it would certinly take time, and they might lose a few minor worlds, but the IoM would easily martial sufficant force to defend the first major world it was obvious they where headed to
