I am a converter, and I was wondering which kit from GW has the best bits included. I mean like the entire box contents, not just the extra bits. I know Chaos Marauders is pretty good. Any other ideas? Thanks!!!

Sternguard and vanguard get good bits, depending on need for blades or guns.
Sternguard has some great pads and arms, bit more detail than the norm.

As others have stated, bits for what?
Tau -
The new pathfinder kit has an amazing assortment of extra bits, lots of great stuff in there - from extra drone parts to tons of little do-dads useful for any tau character upgrade.
Nids -
The syprocyst and crone kits have a lot of extra bits, depending on how you want to build the models.
(tfex is a good kit too).
ANY combo kit -
Most combo kits these days come with extra bits by design, and many of these can be useful for anything from upgrading characters, to using a debris on scenic bases.
Basically you are looking for any recent kit that includes a lot of options that might not all be used for one specific build.

The best boxes I have seen are the regular boxes for Grey Knights, Space Wolves and the Sternguard Kit.

Either squad boxes, or large machines/warbeasts.
Infantry kits come with a lot to deck the unit out, or extra stuff for alternate builds.
Big kits these days tend to be dual kits and thus have a lot of additional stuff. The Troglodon kit lets you build extra heroes and have LM decorations and such left over (Stegadon kit as well), the Riptide has a lot of extra weaponry/accessories left over, the Giant kit has a lot of stuff left.
I just built a Chimera recently and it had the correct number of parts with nothing left over at all. It isn't a dual kit, so be sure to check for that before buying stuff.

i second blights kings, DA vets have tons of cool stuff too almost all DA have cool gothic type stuff with scrolls and all that. I wanted to do a DA army but I never could decide which bits to use for conversions because there were so many lol

Such a vague question, because extra Dreadnought parts are not going to be useful for a Wood Elves army :X
This is very vague, but if you look at the kits that say they can buid X or Y or Z, you'll get more large pieces out of the bits, because usually, the alternate builds almost always have different upper front torsos, heads, and weapons.
I second the whole "troops" thing though, as bang for your buck. Any of the 10-model infantry basic troop kits give you a lot of unused pieces for that faction. Sure, you get a lot of pieces out of sternguard or furioso, but the kit cost more, and there will be relatively fewer extras (per dollar).
Still, out of the furioso, you might get some things like extra purity seals and a dreadnought-sized force axe that could be useful for modelling.

Most of the new infantry boxes are great in that regard. Scions, Ravenwing, and PAGK are my favourites, personally.

Blood Angels Death Company had a great amount of bits. A little light on Bolt pistols and I had to convert a left arm because there was only a right handed Powerfist, so I guess it was really light on Powerfists... Either way, plenty of fancy shoulder guards, and plain ones too, and plenty of chainswords and both left and right hand versions of inferno and plasma pistols. A lot of the spares from my two sprues are going to be going to Sternguard and Vanguard vets to Blood Angel them up.

What, nobody mentioned every Ork kit ever?
Just get more legs and torsos, and you have enough extra stuff in each kit for 1-3 extra boyz/nobz/whatever.
Not to mention, several vehicles usually makes enough bits for another freebie.

For ork vehicles, the trukk. you can make anything from one or two trukks - I made a kopta specifically using plasticard bits and a trukk kit, no other bitz save a deffkopta tail rotor because I was feeling lazy.
Not sure if they still go together the same but sentinel kits used to have the 3 parts of the legs seperate, not like newer kits where you're forced into a single pose by vertically-split legs. snip a pin and you've got relatively small posable arms, useful for any big mek or spider monster of death!

I can +1 this. I used two boxes of Possessed Marines, two boxes of Chaos Marines, one set of Thousand Sons and some miscellaneous bits (Tyranids, Skaven, Space Wolves). Managed to build 20 Possessed, 6 Thousand Sons, a Sorcerer and 5 Chosen out of it, using some Tyranid bits to create crab and snake bottoms for some Possessed.
