A lot of people say that until they have to do it.
Part of my family was in Holland during WW2 and had a cat. Food got scarce enough that they considered eating it. They got as far as boiling the pot, looked at the cat, and said nope. No. I was being facetious (but also did put the comma in the wrong place, I meant to put 12,000).
People point to Katrina as an example of widespread societal breakdown, but it was hugely, hugely overreported by the media to the point they were just making gak up. It was the most epic failure of the media in my lifetime, I think.
So no, there weren't 12,000 murders in the superdome.
But, people remember what they want to remember, because that is how people are.
Anyway, going back on topic, there are two ways to look at having an emergency bag: One, the idea that there are going to be roving bands of cannibals because of a widespread breakdown of order because of an energy crisis, or the crash of the dollar, or just Obama's socialist FEMA squads rounding up Americans into re-education camps to be converted into gay muslims. None of those things seem likely but nonetheless a lot of people are buying gold and ammunition just in case.
On the other hand, you might want a emergency bag and supplies just because of a natural disaster, or even something a magnitude less. The idea that I might have a blizzard that keeps me from leaving the house for a few days is not only a possibility, it's a pretty good likelihood, along with the chance of flooding where I live. So, it's pretty reasonable to prep for scenario 2, I think, and you should supply yourself according to what seems statistically most likely to happen.

Wife called last night, seems the center of the universe (Ft Bragg) is expecting harsh weather (relative/subjective) this morning so they are delaying local school start times and work start times.
To prep for not being able to leave the house we are renting for her this morning, she stopped by Taco Bell on the way home from work and got an extra crunch wrap and extra cinnamon frosting filled things.

10/22's are so small I don't even see how that would be practical. I have the 10/22 carbine, and it weighs maybe 5 pounds loaded, and its less then 40 inches. Plus taking your gun apart and putting it back together when you are in the wild (READ: not home) for an indeterminate amount of time might not be such a good idea, parts wear out, dirt, mud, and rubble get stuck in places.
I have a small bag with strike anywhere matches, a lighter, 100 yards of cord (2-50's), first aid kit, and my KA-BAR. I keep a bunch of .22 ammo and my rifle near the bag, and I'm always carrying this puppy with me at all times. The CRKT is for a tool, the KA-BAR is for people. Working on a water purification system with my upcoming bonus

Agreed. It has a great deal of versatility, and as many of them are bolt action mechanically easy to maintain. The issue with firearms over prolonged periods is ammunition, and how to maintain supplies.

If the situation arises that you need a bug out bag the only thing you need is a shotgun. If that situation comes up you take your self to the nearest bass pro/cabelas/gander mtn and blast your way past the looters and take what you need(mainly more ammo). I have a carbine length Mosin-Nagant that I would love to turn into a scout rifle. The main concern would be ammo in a situation where stuff is in short supply.

We got my son a couple of those big cans of ammo for his as Christmas gifts (the rifle was a gift from a previous year). Even if you have it, the ammo adds a lot of weight to your load. If you are operating from a fixed site or can set up cache sites it would not be too big a deal, but lugging around a lot of rounds would be a bitch.

Then the question is few large mags or many small mags. It seems to me that drum mags carry less ammo for the space and weight they occupy.

No no no don't blaspheme against the greatness that is Nagant.
If you want a scout rifle I suggest the Mossberg. It comes in a variety of calibers including 5.56 and 7.62
