What is the difference between a Nurgle DP and a Nurgle Herald?

Rules or fluff? Rules quite a bit, fluff a daemon prince is a person who gains daemonhood and herald I think is just a more powerful daemon (might be wrong on fluff side)

A herald is closer to a lesser daemon whereas a DP is closer (or roughly equivalent) to a greater daemon

This question makes me suspect that you are a very young man who does not have the money for a codex and is trying to use DakkaDakka as a substitute for a rule book....

EDIT: If that is not the case, a Daemon Prince is more of a battering ram while a herald is more of a supporting unit that can grant special rules to units through the purchase of Loci

The main difference is that DP is a MC while a herald is not and is an IC.

You don't take Nurgle Heralds. You take Tzeentch Heralds and then you make Plaguebearers.
