Rulebook states on page 85 in the Hover box that "A Flyer in Hover mode cannot switch to zoom mode if it is immobilized". But is there a sentence preventing the opposite from happening as well?

Zooming Flyers cannot be immobilized. They either crash and burn, or treat the result as a "crew stunned" instead, forcing them to move 18". Since Hovering flyers are not allowed to move 18" in the movement phase, this would break a rule.

Flyers don't get immobilized. They instead either die or a 1-2 or become crew stunned instead. When a zooming flyer is stunned they have to move 18" forward which you can't do in hover mode.

ah, then it must have been a hiccup from 6th edition where I remember it saying a zooming flyer that is immobilized is forced to move at least 18" every turn

Opening a can of worms here, but at my FLGS we are pretty much split down the middle on what happens when a zooming flyer is stunned. Some believe that it would then just not be able to move since it would be treated as a fast skimmer, while others think that it can't change modes since it wouldn't then be able to move the required 18". The argument for switching is since you declare what mode you are in before movement it would be before any movement requirements; which leads to "but you were stunned last turn" and "then i should have moved my 18" last turn" yada yada yada
Would like any RAW help to settle this debate, please and thank you.

Just my two cents.
Crew Stunned: If the vehicle is a Zooming Flyer, it must move 18" in its next Movement phase.
Since the vehicle in question must move 18", and a non-Zoomer cannot move 18", if you switch to Hover you are breaking the Crew Stunned rule. The wording of Crew Stunned refers to the vehicle at the time of stunning, not when it makes its move.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Why would it be treated as a Fast Skimmer?

He's saying if you opt to enter hover mode, you're now a fast skimmer that's been stunned - and you would follow the stunned rules, which say you can't move.
Opponents of this interpretation are saying that once you, as a zooming flier, have been stunned, you are "stunned" and can't change mode. You must stay zooming, and are subject to the effects of what stunned says for zooming fliers.

When do the rules say you can change flight modes?

The rules for Hover that give you general permission to change modes. Crew Stunned doesn't say it prevents changing flight modes.

This. 1000%
The fact the rule explicitly tells you what the Flyer MUST do in the NEXT MOVEMENT phase is crystal clear. I do not see how there is any confusion.

No because while a number of questions are clearly answered in the rulebooks, there are many that are not.

Actually it does.
When a zooming flyer suffers a crew stunned result, it is forced to move 18" in its next movement phase. Obviously only a zooming flyer can do that.
