That said, at the top of the spectrum, it gets just plain weird. Generic assassins, Cypher, etc. Seems like the numbers arent properly distributed.

I have a bunch more with more than WS 6. WS 7+ gets quite common in big melee HQs...
Generic assassins, Cypher, Abaddon, Daemon princes, Keeper of Secrets, Bloodthirster, Greater Brass Scorpion (I think), Basically every Primarch and melee lord of war ever (Ie, Daemons)...

Possible: The Swarmlord, Kharn, Kaldor Draigo, the Emperor's Champion?

I see those guys fighting each other regularly enough, and I'd love your latest proposed rule to happen: it would make them a better counter to each in melee, as tarpitting them would be harder. IMO, Bloodthirsters should be able to kill guardsmen faster than basic HQs!

Units need to be able to hit each other on 2's and 6's.

If Lilith fights a Fire Warrior in fluff she would be repeatedly prodding him in his nose slit while he waves frantically trying to stop her to no success, while in game she's hitting on 3's and missing a third of the time

I thought about this and you could just say equal WS hits on 4's and for every third higher or lower add or take 1

2-6 is fine, and there are various threads that have come before arguing the same thing. But bear in mind that currently there are no "extra attacks" for hitting at BS 8, etc. Capping it at a 2+ is probably fine, even the worst combatant can still fight back or try to dodge.
I would offer a less drastic change: equal WS hits on 4+, and then the brackets are two WS deep. For example:

WS4 vs 1 = 2+
WS4 vs 2 = 3+
WS4 vs 3 = 3+
WS4 vs 4 = 4+
WS4 vs 5 = 4+
WS4 vs 6 = 5+
WS4 vs 7 = 5+
WS4 vs 8 = 6+
WS4 vs 9 = 6+
WS4 vs 10 = 6+

You always hit on a six, and always miss on a 1. This would keep most basic troops in the game similar to how they are now, but allow characters with very high WS to really shine. It's also (IMO) an easy table to remember. Just a thought though.

Hope is the first step on the road to disappointment.
