This and then equip them with as many flamers as possible just in case they do somehow get in range. Then again, you only have to kill 25% to force leadership and run them off the table.

Be'lakor. Just swoop so that you can't get assault and are shot at on 6's and wounded on 6's and you have 2+ cover from shrouded and at least jink. You can then spend the entire game vector striking 1 cultist at a time, then terrifying a unit off the board each turn and let warp storm do all the work.

Shriek into Ld 7 is nothing to sneeze at either.

Balanced Game: Noun. A game in which all options and choices are worth using.

You must be kidding.

Are these 200 Cultists a single unit or all individuals? 10 units of 20?

Yeah.

You can't answer with "Yeah" to a question that involved the word "or"

10 units 'o 20.

2+ Armour, FNP,

Oh yeah and technically has 3 shooting attacks, that could potentially, and very likely be a unit a turn.

Say you had to choose a single HQ/LOW to fight of 200 Cultists in a city sort of landscape. 100 of the Cultists have got Autopistols and CCW's, and the rest have Autoguns.

The rules are: No cheese. The cultists need to be able to hurt you.
No vehicles, walkers, IK's, Riptides etc.
You have an infinite amount of points.

I would take a Chaos Termi Lord with a Power Claw, Combi-Bolter, Aura Of Dark Glory, MoT, Combat Familiar, and Ichor Blood.

A Chaos Lord with the MON on a bike with the Black Mace, the Burning Brand of Skalathrax, Icon of Despair, Aura Of Dark Glory and Ichor Blood. They can still hurt him... if they have Flamers . He also has the Burning Brand of Skalathrax and a combi-flamer to burn a good chunk of them to death. The Icon of Despair also means that he causes fear, which means that he'll scare a good portion of them off the board.
