I'm torn.
The heat ray is only deadly at < 12" to both infantry and vehicles, but good luck getting your stalker that close. At 12"-24", it's meh - sure its a 2 shot S8 AP1 weapon, but the meagre strength means you'll struggle to make the armor pen roll.
The particle shredder looks more solid with the S7 Ap4 pie plate that can always do something against enemy infantry.
The TL-Heavy Gauss Cannon comes with 3 benefits in that it has 12" more range than either of the two weapons above, has the highest strength of them all, and in that it is twin-linked. Obviously the Stalker becomes a specialized anti-tank hunter when equipped with this weapon, and compared to the heat ray loses its heavy flamer as well, also trading in +1 AP and melta range for higher strength, longer range and arguably with its twin-link, it still has two thirds of the number of shots as the heat ray does. But paying 125 points for something like a single TL-Lascannon with 12" less range is imo quite expensive.

I'd say the Heat Ray when in the Judicator Formation, for the simple fact that they can Twin Link them at a Target and reroll hits and wounds against that target.
Shooting 6 Twin Linked ST8 AP1 Melta Shots at something that rerolls armour penetration is pretty good.
Backing of H. Destroyers I'd have to say go with the Heavy Gauss

First of all the HEAVY Gauss cannon is a no. The heat ray is better just because its two shots and you aren't spending 10 pts on it.
Also I find the Heat Ray better then a particle shredder simple because it provides a role that necrons don't have easy access to which is High Str High Ap shooting. The shredder is a S7 which necrons already have tons of with tesla, and its main role is shooting infantry which everything in necrons is good at already.
The heat ray is more then just an anti tank weapon. It lets you reliably strip wounds off of MCs and high armor targets like terminators and you can ID t4 models like Marnie characters. Thats something necrons don't generally get.

you no longer need to actually hit to get the Bonus from the Stalker, so you don't really need to spend the points on the HGC.
The particle shredder is just not good.
This leaves the Heat Ray. and the a Double Tap Multi-Melta ins't bad at all, and it can still wreck most light tanks without being in melta range.

The Heat Ray is awesome, no doubt, but the one thing Necrons lack is range. Overall I'd say the Gauss Cannon is the safest bet, but you can't go wrong with the Heat Ray.
In defense of the Particle, it provides anti-horde for a cheaper price than other options...

You get only one Stalker in the formation, I think.
You get a unit of stalkers. so you can purchase more stalkers.
