just created some new homebrew units, as always using Dakka as an idea bouncer. Thoughts?
Praetors of Boreas 240pts Unit Composition- 3 Praetores of Boreas
WS5 BS4 S5 T5 W2 I4 A3 Ld10 Sv2+/3++
USR: Feel No Pain (4+),Fleet.
Wargear: Terminator Armour, Twin-linked Astartes Grenade launcher.
Invictus Flails: At the Chapter Masters behest, the Techmarines of the chapter were given orders to attempt replicating the mighty Invictus hammer, these were the result.
These mighty flails grant the bearer +2 strength, Ap3, Concussive.
Ion Cell Shields: Crafted in the Dark Age of Technology, these mighty bulwarks are similar to their storm shield brethren. However, they are capable of reflecting enemy fire directly back into them. These shields confer the bearer a 3+ invulnerable save (already included in their profile) and all saving rolls of a 6 reflect any shooting attacks made against the bearer towards firer. If all models in the unit are in b2b contact this roll is instead on a 5+. Fnp saves do not apply to this effect.

What, exactly, does "all saving rolls of 6 reflect any shooting attacks made against the bearer towards firer" mean?
Most of this is bog-standard and looks reasonable, that could get weird.

It means that if a guy shoots at you and wounds you and you roll a 6 for your save, the guy that shot you takes a hit with the same stats.
Example:
A chaos space marine squad fires a plasma gun into a squad of these guys and successfully wounds them. They then make their saves and a 6 is rolled, that means that the chaos space marine squad takes a S7 AP2 hit because it deflected the shot.

I like it until I got to the Ion Cell Shields. This needs toning down, perhaps give it a maximum range, or say it only works against a certain type/strength of weapon.

I would put them in Centurion armor if you want them to be S5 T5 W2. There's no reason why your chapter should have a squad of guys who are all Better than Draigo™. Makes more sense given their overwhelming amount of weapons.
For the shield reflect, just copy the ability of Dispersion Shields from Necrons 5th Edition.
Also, all that gear AND fleet is a bit much. I can't think of any fleet terminators, let alone ones with carrying flails, giant shields, and two grenade launchers. Furthermore, they're called Glacial, why are they fast?

The Astartes grenade launchers are shoulder mounted, but i see your point about fleet

i thought about this myself but i don't what kind of strength or weapon type i would limit it to. high strength would result in rage as plasma becomes nigh ineffective while if it was limited to small arms strength (5-4 or so) you have guys who can soak up the wounds and dish them straight back at horde armies, making guardsman crap their cardboard pants. Any ideas?

As I said, just copy and paste the old Dispersion Shield rules:
“A Lychguard with a dispersion shield has a 4+ invulnerable save. If this save is made against a shooting attack, choose an unengaged enemy unit within 6"-that unit suffers a single hit with a Strength and AP equal to that of the initial shot.
For the purposes of determining cover saves of deflected hits, treat the hit as having come from the model that made the save."
I think you'd be fine bumping it to a 3+.
