Take away the restriction for assaulting out of reserves, deepstrike, infiltrate, scout, etc.
Then allow models to shoot at enemy models locked in combat at -1 bs. On top of this natural rolls of 1s count as a hit against the friendly unit locked in the combat.
What do you guys think? Gives assaulty armies a chance without ripping off shooty armies too much.

It has 7 HQs, 2 Troop types with Dedicated Transports, 5 Elite units, 5 Fast Attack units, 6 Heavy Support units, 2 Formations with unique units not in the rest of the codex, and 2 LOW choices.

The problem becomes easy consequence-free charge delivery across the board; this would go too far in the other direction trying to counterbalance the game. If you want to assault out of Deep Strike the best way to do it in my opinion is to require the player to declare that the unit is going to attempt to charge BEFORE rolling scatter on the Deep Strike, if they do that they don't get to do anything in the Shooting phase so they've committed to charging; force the player to take a risk instead of handing them free full shoot/charge turns. As to doing so out of Infiltrate and Scout moves sure, but add in that you can't Infiltrate and make a Scout move with the same unit to control for some edge cases.

I'm just always a bit hesitant to allow charges 1st turn. What you'd start to see is a lot of games being decided turn one, based on who gets to move first. I know DA are kind of not that great right now, but allowing 1st turn assaults out of DS and scout would make my army sort of broken.
I start my ravenwing at the front of deployment zone, move them 12 forward, drop my terminators another 6 forward. If I had turn 1, that means my entire army is in rapid fire range of you, the bikes are guaranteed to get into combat almost, and the terminators need 7s or so.
Even with the ability to shoot into combats, I'll probably have 3/4 of your army locked in combat at this point. You won't even have a single turn to try firing at me.

How about taking away restrictions from scout and infiltrate but retain the restrictions on DS units?

I do think that assaulting out of reserve should be allowed, but not as a blanket rule. It should be a unit by unit thing. Most basic troop units, I'd say no, but things like terminators, who are supposed to be teleporting into the thick of combat, I'm all for. I do think all Cavalry units should be able to assault out of reserves. That's sort've the point of cavalry.
And as others have said, assaulting and shooting out of reserve should be mutually exclusive.
