Yeah, it's always going to depend on your local community. I find the same people who complain about O'Vesa joining a unit with other
ICs already in it are the same people who have no problem bringing an Adamantine Lance Formation (3 Imperial Knights) to a 1500 point game.
This is an odd situation.
RaW is crystal clear and without ambiguity. I still think the underlying issue is that a subset of players don't understand how Joining works. Joining is a one way street. It is an action intentionally performed by an
IC. The rules don't support a scenario where two
ICs "Join each other". One ALWAYS Joins the other.
RaI, while ALWAYS unknowable short of a conversation with the author, also seems pretty clear. O'Vesa is a close personal friend of O'Shovah and a
de facto member of his Bodyguard Team. All of the other "Bodyguards" are
ICs and the intention seems to be that you can take them all together as one big unti. Why should one member not be able to Join up? The rules allow it and the background seems to validate it.
