So i see sicarian's mentioned a bit and often in conjuction with schism of mars.

I googled it and found out its a Forgeworld tank with an upgrade (like a relic).

Why is it so popular? (i assume it's brokenly powerful or ridiculous cheap)

Because it's tough, fast and shooty, and is very effective against the dreaded Wave Serpent due to its ability to ignore skimmer shenanigans.

It's also quite cheap for what it does.

That's all there is to it. The Schism just makes it even better against vehicles.

Fair enough.
I dislike this current trend of rules being all over the place (data slates, cards, white dwarf, forge world etc.) as I quite like being able to look up specific units from time to time.

Where are the rules for it available?

To be fair, it actually does cost a fair bit of points with all the upgrades on it. Part of the problem is people are too used to the usual lackluster space marine tanks, so an actually good tank is a surprise.

Imperial Armor 2 Second Edition: War Machines of the Adeptus Astartes. I own the book. It's quite pricey but it does provide a lot of nice background info for your Spess Muhreen vehicles.

The Sicarian tank brings exactly the right firepower you need to deal with skimmers, and is ok at shooting flyers; while generally being tough enough to survive the return firepower at a cost which makes it very appealing.
It also looks really cool.

Hope is the first step on the road to disappointment.
