I've been thinking about stuff to add to the Scion 'dex, cuz you know, its lacking.
Warlord trait: Remove the one that gives +1 leadership with ''Officer School'' The Warlord gets +1 order a turn, if the Warlord is a Commissar/Lord Commissar, gain 1 order/turn, can use any Scion orders.
HQ: Add Yarrick, he's not really worth it but he gets a mention in the Codex, yay, named character
Scion Command Squad: *cricket sound*
Commissar and his Lordship: Give them access to Carapace armor
Troops:
SCIONS!: Get WS4 and Ld8 the Primes get LD9 might warrant a price increase, might not, Scions aren't *that* well priced, I think.
Fast Attack:
TauroS: Same as the Elysians, except for: BS4 and a forward mounted Hot-shot Volley Rifle add about 15 pts for that?
TauroX Prime: See Command squad
Valkyrie: Gain BS4 for +5-10 pts
Heavy Support:
Vendetta: See Valkyrie
TauroS Venator: See TauroS

As to the Valkyrie D99 gives precedent for BS4 at +10pts.

Good, simple suggestions. However, I'm not sure about Vendettas in Heavy Support, as it allows the obvious cheese of 6 Valkyries/Vendettas per CAD. In addition, I think the TauroS choices wouldn't be ideal as their names would likely cause confusion with the Taurox Prime.
That said, I agree that the MT would benefit from some kind of heavy weapons platform. Perhaps a Sentinel "Prime", with Deep Strike and BS: 4? Perhaps even as a Jet Pack Walker? That ought to generate interest in the unit.

Scion Sniper Teams - 6 scions Special Rules: scout, precision shots, laser marker (this functions exactly as a vehicle's spotlight but does not illuminate the sniper team for the purposes of night fight) Wargear: - 3x with hot-shot lasguns - 3x with hot-shot las sniper rifles (30" SX Ap 3 Sniper) Scion Demolitions Teams - 6 scions Special Rules: infiltrate, tank hunters, ultimate sacrifice - ultimate sacrifice: members of Scion demolition teams are strictly indoctrinated with the Imperial creed and will not hesitate to detonate their ordnance if it means taking an enemy squad down with them. When the last model from a demolitions team is removed as a casualty, place a large blast marker centered on the last model. This hits at S8 Ap2. Wargear: - 6x hot shot lasguns (may take up to 3 special weapons) - melta bombs - 1x demolition charge Scion Heavy Weapons Squads - 3 Scion heavy weapons teams Wargear: - 3x heavy weapons (missile launchers, heavy bolters, or volley guns only) - camo gear and snare mines Grav-Drop Sentinel - 1 to 3 scout sentinels, w/ BS4 Special Rules: scout, deep strike, move through cover Wargear: - Camo gear, smoke launchers, defensive grenades - Twinlinked heavy bolter or twinlinked hotshot volley gun (may upgrade to rocket launcher, lascannon, or twin-linked meltagun)

Special Forces, close combat training, in the fluff they're pretty good at it, Kriegsmen get WS4 as well.

Hence why I've given them Venators, and Taurox Primes have pretty good firepower as well. I think at this point we could steal the Drop Sentinels from the Elysians as well.

Elysians have Valkyries as Dedicated Transports, I haven't seen then winning any GTs recently. The easy solution to the Tauros/Taurox problem would be to delete the Taurox, it looks dumb and it's pretty bad. Kriegers get WS4 because they're a dedicated shock assault force (hence the order that lets them assault after firing lasguns), MT are a special forces unit, not the first-through-the-breach close-quarters unit trained and optimized for stand-up fights.
I built a Stormtrooper Regiment list in 6e before the AM book as part of my unified Inquisition book project, I gave Stormtrooper Veterans and Sergeants WS4 but I left the regular Troops as WS3/BS4.

for heavier equipment what about the Russes that can move and fire but have super charged engines?
Exterminator, Annihilator, Conqeror? They could have fast but only can be taken as such under the Tempestus codex.
If they can run around the table at speed they could have the heavier but mobile punch. Plus the weapons (compared to the other Russes) are shorter range and have a lighter punch.
Perhaps even a Tempestus Version of the Russ with 12 side armor to make them lighter?

Special Force units usually rely on speed and mobility, the fact tanks require a lot of logistical support and are unsuited to raid/ambush-type missions precludes them.
Tracked vehicles was a big fail on the Taurox Prime, it deserves a wheeled conversion. Some kind of open-topped pickup would be great for MT as well -- keep the focus on the troops.
More special rules and orders are better than Sentinels and Tanks, the faction needs to be distinguished from vanilla AM. Though a MT-specific UAV that grants bonuses to troops would be pretty cool.

I was also about to takle them after I finish my SoB fandex. My thought on Scions seems to be rather similar to yours. I do like most of yor idea especailly your change to that warlord trait. Here is what I would personnaly add to them:
HQ
Commissar with carapace armor
Tempestor Prime with slightly better stat line (BS 5) and little special rule that makes them a decent shooty HQ unit (a rare thing in 40K)
Troops
A Tempestor Secondus (like the prime, but a bit less powerful)
Scions squad stay the same
Taurox Prime stay the same
Elite
A close combat unit of Scion with riot shield and power maul for boarding assault
A unit of veteran scion with auxilary grenade launcher
Fast attack
Scions with jet pack modified from Grav chute
Tauros squadron or at least their own version of it.
Heavy support
Sniper team
Valkyrie and Vendetta Prime (so BS 4)
