Two rules:
#1 - Applied to; Everything that's not a Daemon, Vehicle, or Fearless.
For the Glory of the Dark Gods: Whenever a unit containing at a model with this special rule would fall back, it falls back towards the nearest enemy unit. If this would bring it within 1" of an enemy unit, roll a Leadership test. If that test is passed, this unit regroups and counts as making a disordered charge against that enemy unit (they may fire overwatch as normal). If that test is failed, remove this unit from the battlefield as a casualty.
#2 - Applied to; Dark Apostles.
Whenever a Dark Apostle or a unit within 12" of it makes a Leadership test, you may choose to fail that test instead of taking the test.
Intention: They're crazy! They run into the enemy instead of away. If you take non-battle brother allies, if they're closer, they'll try to attack them!

While I see where you're going with this, it really makes the game odd and clunky since you would technically be the only army that would never fall back to their table edge. As much as there are definitely some crazies in the CSM codex (Noise Marines and Berserkers for instance) most of those are already fearless by nature and the rest of CSM forces, especially cultists (by themselves at least) don't have that level of resolve. Night Lords and Alpha Legion come to mind as not fitting this weird form of "falling back". Also, you're not keeping in mind that this would mean for some really pointless charging as all the enemy would have to do is put a Land Raider or other equivalent nearby and the chaos marines would just continually bounce off. I think just giving CSM units something like Stubborn or a free boost to Ld like in their last codex (Ld9 normal CSM, ld10 Chosen, etc.) would be far simpler. Besides, ATSKNF is something that 40K loyalists have as a result of much more stringent psycho-indoctrination that was not present in 30K (if you look at the 30k rules neither have this ability to avoid being removed by a sweeping advance). Chaos simply doesn't have that level of discipline, and if you want just make the Icon of Vengeance cheaper then.

I don't think even less degree of control and more randomness is what the game needs at the moment.
Just make Veterans of the Long War cost 1 point per mini for the whole army (5 points for characters) and that's it.

GW customers deserve every bit of outrageous princing they get. |

Only the 4 cult troops, lord not sorc, and plague zombies are fearless off the top of my head.
Warp talons, Possessed, spawns maybe fearless but nobody takes warp talons or possessed.
CSM, Chosen, Terminators, Raptors, havocs and obliterators are afraid.

I'd rather something like Chaos Marines become Stubborn in close combat.
They're all for leaving others to die in their place when the bullets are whizzing around, but the majority of Chaos Marines come alive when they're up close, ripping the spines out of the False Emperor's lackies and relishing the sweet, sweet fear their enemies wet themselves with.

This sums it up well. Everyone can go home now.
I have experimented with removing fearless from everything that does have it and replacing it with some kind of "fearless, but better" rule that the champ confers, but it feels really pointless with how easy my chaos champs can get challenged out/ sniped across the board.

I went to Hershey Park in central PA this year, and I have to say I was more than a little disappointed. I fully expected the entire theme park to be make entirely of chocolate, but no. Here in America, we have "building codes," and some other nonsense about chocolate melting if don't store it someplace kept below room temperature. |

Or be free, you don't see Marines paying extra for their ATSKNF rule, why should we?

I propose that the rule: 4 Kay-Oss Goree should instead allow CSM to fire into squads locked in combat. They all DIE 4 Kay-Oss Goree!!!

Is this supposed to only apply during the shooting phase? Because there is a lot of issues with it that would spring up if they tried to fall back from a squad after the fight-phase and try to assault another unit. As far as the on-going discussion, this is the ATSKNF equivelent I came up with for my Undivided legion tactics project: Angels of Death Any unit containing at least one model that possesses this special rule automatically passes fear tests. Furthermore, if a unit containing one or more models with this special rule is caught by a Sweeping Advance, they are not destroyed, but instead fall-back. The opponent's victorious unit(s) consolidate as normal.
