Are there non-super heavies with D weapons?
Why not just say Battle Forged. No D. No duplicate formations?
Seems like 2 detachments hamstrings orks combos.
Are there amazing combos out there for > 2 detachements or multiple formations?

Probably because "no D-weapons" excludes the special snowflake knights. It's the same reason why even events with "no superheavies/LOW" rules still allow you take an army of nothing but superheavies as long as they're knights.

This line of reasoning always made me feel like I was on crazy pills. "No super heavies! Except, sometimes!"

They said on Frontline that they were ok with the C'Tan D power since it was a random chance to get and was single target. I would also be ok with them asking to reroll it to another result, but I've never had Time's Arrow be a game changer for me. I can see situations where it might be, but with the way C'Tan powers work and what you want to charge with it, it's often no big deal.
Vortex of Doom is similar. You need to roll it with your Psyker, get it off (WC3!), and then scatter, and it's only 12". The only army it's somewhat abusable on is GKs, but even then they're usually using Gate, Sanctuary, Hammerhand, Force, etc. You know, the more reliable powers.

I've only seen GK's attempt Vortex once or twice. Eldar on the other hand use it regularly, and between their various psychic buffs, it is much more abusable.

I would argue that the decisions of major tournaments do not only affect those playing in said tournaments. many small tournaments and FLGS adopt these rules going forward since they can't or won't come up with their own guidelines. For example, our local tourney organizer adopted the rules the LVGO uses for invisability nerfs, flying creatures not being affected by blasts, and two sources for armies.
So please be a bit more sensitive when someone wants to voice their opinion or vote on something that may in fact affect them, even if they are not in the same tournament as you are.

Hey everyone, sorry I have not been more a part of this thread, been mega busy.
Thank you to everyone that voted! We really appreciate the feedback to make the ITC a great circuit.
We listened to feedback and will be altering the way we ask questions to provide mode depth to each topic. We're working with some professionals in the industry of polling to help make them more responsive.
We will have a mid-season adjustment after the BAO to fine tune the system, so everyone will have another opportunity to let their voice be heard!

As a participant in these events I have to say I really appreciate all you've done to include the players of your events in the decision making process in an active way. I'll be at the BAO this year, I blacked it out on the calendar already, and I am going to make the LVO a priority in 2016. I am interested to see what the next poll comes back with, the constant roll out of new material from GW has made 40k tournaments feel much more fluid and wide open competitively which is a nice place to be at.
