So a few models from a tac squad move but the grav gun or plasma Cannon guy don't. Are they snap firing or not able to shoot?

Movement is done on a model by model basis, (can't remember if this was introduced in 6th or 7th) so the heavy/salvo weapons would fire normally if they didn't move even if every other model in the unit did.

Movement phase, subsection Movement Distance, subheading Which Models Are Moving. "Whether or not a model moves can change how effective it will be in the Psychic or Shooting phases. You may decide that only some of the models in a unit are going to move this turn. If this is the case, declare which models are remaining stationary just before you start moving the other models of that unit. Remember that all models in the unit must still maintain unit coherency (see below)."

If you decide you want to move some of the unit but not a model armed with a Heavy weapon that model doesn't count as moving and may shoot normally.

Yes, this was reintroduced in 6th edition, after movement being a unit-based action from 3rd through to 5th edition.
