Vrosh Tattersoul is a CSM special character which gets a dataslate in the Dark vengeance set.

Do people think that it is suitable for use in regular games? There's nothing OP about him, but I'd certainly never heard of him, and it isn't nice to throw out surprises.

It's not a surprise someone should complain about. He has a datasheet, he is part of the CSM Faction, he is legal to be used in games just like Typhus, Kharn, Necrosius or any other Named Character.

To put it in even more perspective, you can take the Blood Angels Captain Karlean in a Blood Angel army though he was in Deathstorm with his own Datasheet. Cassor the Damned, Gruk Faceripper, the Spawn of Cryptus. They're all just additional units outside of the regular codex but perfectly usable. Dark Vengeance is no different than those Campaigns in terms of interacting with the core game.

Totally legal... but the polite thing to do is to show your opponent the datasheet before the game so he'll be familiar with it. I own just about every rule book there is, but had no interest in buying a 3rd copy of Dark Vengeance just to acquire a single sheet of paper. Vrosh Tattersoul is one of those data sheets that is somewhat hard to come by. I'd be willing to bet that most players aren't even familiar with the name.

The Rulebook only cares if the Datasheet was printed by Game Workshop or one of it's approved sources, this is why White Dwarf, Forgeworld and even stuff printed online in the Black Library are legal for use.
