On the Avatar's new rules in the codex it says 'The avatar and all friendly units with the Eldar faction within 12" of the avatar have (Various Special rules) ' So would the Harlequins benefit from this rule if they are part of the Eldar faction?

Typically you have to choose a unit entry from a codex or supplement to that codex to be considered part of that army.

So I would say that unless the Harlequin book makes reference to counting as Eldar, then they wouldn't count as Eldar.

Any unit chosen from "Codex: ArmyName" is Faction "ArmyName".

Units chosen from Codex: Legion of the Damned are Faction Legion of the Damned.
Units chosen from Codex: Eldar are Faction Eldar.
Units chosen from Codex: Harlequins are Faction Harlequins.

Its actually i little bit trickier then that.

A codex, dataslate, supplement, or whatever is going to include the 'datasheet' of a particular unit. Datasheets should identify what faction to which the unit belongs. When they don't the faction is the name of the codex the datasheet is published in.

Currently there are no codex's that include a datasheet that is not for the faction the codex is named for, but it is technically possible.

While I agree in principal, the BRB more or less says what I said. It first talks about how army list entries SHOULD have a Faction logo. It then goes on to say...

BRB... "In the case of older publications, the Faction of all the units described in a codex is the same as the codex’s title."

But to your point, there is no instance where a unit's Faction DOESN'T match the Codex title as of today.

Correct me if I'm wrong, but isn't the harlequins codex called Codex Eldar: Harlequins or similar, and the 'Eldar' one called Codex Eldar: Craftworlds? I'd have thought then that as it doesn't say Craftworld faction, that harlequins are part of the Eldar faction

Fun fact: Someone could get pedantic and say "friendly Eldar units" would not include units from Codex: Craftworlds, as it doesn't specify "friendly Craftworld Eldar."

Seeing as GW often points out when they mention "Space Marines" in rules like hatred, etc, they point out it also encompasses Dark Angels, Grey Knights, etc., I have no problem with something just saying "Eldar" encompassing Harlequins as well. But, that's just HIWPI so make of that what you will.

The harlequins codex shows you on the data sheet where the symbol indicating faction is. Isn't the harlequins symbol different from the Eldar one?

The under lined doesn't exist. There is no such thing as Codex: Eldar, so when it says Eldar Faction who is it referring to? Codex Eldar: anything or northing at all?

Page 69 of the harlequin dex specifically states that all units in the harlequin book have faction :harlequins and page 96 of the eldar codex specifically states that all units in that book have the eldar faction.

so no, the don't benefit from each others faction specific rules.

they are however all battle brothers with eldar and dark eldar
