I'm considering picking up the new Eldar and Harlequin books.
Ive heard that's there's a combo of troops or HQS that have abilities that can lower leadership on opposing Armies.
What models and units would I need to start off with to make this happen. This way I can buy the models and books in one fell swoop.

The harlequin codex is set up in such a manner as to not allow you to use them in a CAD(Great marketing idea, right???), so you have to buy a bunch of models to be able to run one of their formations. The -LD thing in harlequins is an artifact that the shadowseer can take, but you'll need to decide what formation you'd want to take her in to know what other models you have to buy.
For this reason, while I was super-excited about a harlequin release, I chose not to buy any of the models or the book. They're trying to make us have to buy way too much to be able to just try them out, and I don't approve of that marketing strategy.
EDIT: The cheapest way into the harlequin Codex is to buy a Solitaire, Shadowseer, and Death Jester, and plan on running the "Way of Heroes" or "Path of Heroes" whatever it's called. Just know in advance that if you run that formation, all 3 of them have to be solo, and can never join another unit.

There is NO SUCH THING as MORE ADVANCED in 40k!!! There are ONLY 2 LEVELS of RULES: Basic and Advanced. THE END. Stop saying "More Advanced". That is not a recognized thing in modern 40k!!!!

Obviously though, remember you don't have to be a battle forged army. Hemlock Wraithfighters lower leadership, as does I believe, horrify on the runes of battle, so maybe a spirit seed or two. The death jester from what I understand lowers leadership, and can make a unit run in whatever direction you desire

Most people and clubs that I know of don't allow unbound most of the time. It's also banned from like 99.99% of tournaments.

simplest way to get a decent formation is to take a masque.
2 boxes of harlies (6 in each)
4 shadow/voidweavers (there are extra crew in here that you can use to make that 3rd harlie sqd if you just use 5 man sqds (leaves room for characters)
3 characters (either 2 shadowseers and 1 jester or 2 jesters, 1 shadowseer)
unfortunately the characters are expensive (ridiculous GW prices)
so you should be able to run 3 harlie sqds with a character in each, the shadow weavers fill up your FA choices and voidweaver fills the Hvy support slot.

Cheaper is the formation with 5 harlies (troops) 1 shadow seer, and 1 death jester.
Ally in dark eldar (archon with armor of misery) + 2x5 warriors (very cheap).
That gives you a leadership -4 bubble.
Death jester forces checks at an additional -2.
