It is about that for 2ft x 2ft play area, although with the amount of terrain you can get it to work for a 3ft x 3ft play area.
It really depends on how you setup the terrain. You can simply setup a 2 level area in the 2'x2' area with some extra pieces. Even though it is two levels, it operates slightly different than a normal Infinity table that simply has buildings in that same area. The corridors setups and doors, let you change sight lines so simply being on the 2nd level, doesn't necessarily mean you have
LoS to the lower level depending on setup.
The added bonus however is the modular parts of the terrain. With 2-4 buildings in a 2'x2' area of Infinity there are only a few options to setup to change the layout. With Battle Systems you have a lot more options that aren't limited by that. There also is nothing stopping you from using it with buildings (if you get the bunker walls). You can spread it to 3'x3' section by not making a multiple levels and changing the layout.
It does work great for Infinity, gives that feeling of raiding a base. It also works great for Imperial Assault as I've found out.
I will say the initial setup of popping the pieces out, sealing the board edges with superglue (which I highly recommend) can take awhile for one box. However the pieces are fairly durable and have a lot of different applications because of the modular parts of them.
