Probably not the correct subforum, please move to the correct one.
When I browse the gallery, I vote like this:
Paintjob:
1-3 Ugly, not complete, missing parts
4-6 Complete, somewhat good painting
7-8 TT quality, good painting
9-10 Nice, clean, perfect.
Coolness:
1-3 Nothing special
4-6 Cool model, a nise pose, diorama etc.
7-8 A cool pose, special effects (OSL, explosions etc)
9-10 Perfect, awesome

5 is average tabletop quality. 10 is perfect studio level, winning awards quality. 1 is "holy christ my eyes!".
That tends to put 3-4 at poor tabletop, 6-7 at good tabletop level, and 8-9 at display level.

I think that five is the default but I am fairly generous. I think that it is more important to vote, and to give feedback either as comments or as in threads. I am pretty terrible but having just remembered I shall go and do my duty.

Five is average. Seven is good. Ten is perfect.
That being said, no matter how good the paintjob is, if the artist left the clear acrylic flight rod in the work, rather than concealing it or removing it, I'm not going to give the work any higher than a 7.

Aye I place models that look interesting fairly high, even if the paintjob isn't fantastic. If you can paint better than me (and a lot can obviously) then I'm giving you an 8 or above. ...I guess that means I'm a seven then? ...I'm not a seven. ...Ah, yes, I'd rather vote somewhat up for showing they have potential instead of being a git and nitpicking. I mean its only a gallery, and frankly if an image only has a few votes attached to it then that makes it moot overall. To that end I'd rather give someone's image a high rating and make them feel like their appreciated, as in the scheme of things just how many images are even voted for at all (even less so, how many images have five or more votes)?

I think its important not to nitpick and I think that having an artificial limit on how you would rate something just because of a personal preference seems a bit douchey.
The whole point about the voting is to get feedback and to see how the community responds and rates your stuff. For this reason although I am generous I want people to know that my nines and tens are awesome and I'm probably stealing your ideas!!
TBH I'd just like some votes on my pictures and I know most of the people would like votes and some sort of feedback so I think that it is the most important reason for having a gallery. I personally am trying to vote on every picture I see, and I endeavor to already vote on every picture that I download or save to my bookmarks. I see this as a mark of respect as if I am taking inspiration from someone I want to rate it. Its the same as shouting out in your thread to the guy that gave you the idea for that awesome conversion.
Just my two cents but I feel that as a community we should vote and we should care.

In my grading for paint-jobs I will score a bog standard mini with three colours minimum a 10 if it is truly well executed, appropriate and sympathetic to the subject. (this has never happened though).
Converesly I will mark down work where the technical excellence is there but the paint-job as a whole may detract or there is a lot of 'busy-ness' .
There are numerous pieces in the Dakka gallery which have garnered 10s or other high scores which I have given a low score to.
If an artist has 10 paint-job but has a stock mini or model or what I consider a poor diorama or posing they will likely get a middle of the road 5 for coolness.

Yeah that's how I do it for paint. 5 is average with no detail but everything looks OK.
For cool factor 5 is a big standard model with no conversion and pain base. It can go down due to terrible conversions it being put together poorly.
