I'm new as well, but the general consensus is that Librarians are better than Grand Masters...I glued a Warding Stave from the Paladin/Terminator set onto my old Brother Captain Stern metal model and just call it a Librarian. The preferred HQ is a Librarian Mastery Level 3 with a Warding Stave and if you have the points, the Domina Liber Daemonica or whatever its called. Terminators are generally better than Paladins unless you're running the squad with the Lord of War Kaldor Draigo. Some people recommend taking 1 Daemonhammer and 1 Psycannon per 5 Terminators...but I can't guarantee whether that's the best. And not everybody needs teleport homers.

I have just picked up grey knights after years out of the game, and I have found that 5-6 purifiers in a razorback/rhino with an incinerator are an amazing all purpose squad for cheap (by grey knights standards anyways), coming in in at around 200pts per squad. They are also ML2, so more psychic dice, and have higher mobility than the paladins once on the table. Maybe something to consider.

4,000pts Grey KNights
10,000+pts Dark Eldar
4,00pts Necron
5,000pts Eldar
Other Imperium : I stopped counting around 20,000pts
Maybe its time to invest in a titan?

Librarians are by far the best HQ choice in the codex. They're relatively cheap compared to the other choices and you should always upgrade them to ML 3. That would save you 90 points.

Paladins are a bit too expensive for what they do and making all their weapons master-crafted is generally a waste of points. Instead of those 3 paladins you could have 5 more Terminators and give 2 of your terminators psycannons.

A general rule of thumb with equiping your Grey Knight squads is to always include at least 1 Daemon Hammer per 5 man. 2 per 5 man if you can.

Teleport Homers won't help you much since you can't use them on the same turn that the unit with them Deep Strikes. So I'd drop all of them and use the points to equip your Terminators with hammers.

The rest of you points can be dumped into the Dreadknights. They're worth all the upgrades, especially a teleporter. I usually equip them with a Teleporter, Heavy Psycannon, Heavy Incinerator and a Greatsword for 225 points.

So here's a list with roughly the same number of models but a bit more optimized.

Librarian ML3 (135 pts)
10x Terminators (410 pts)
- 2 Psycannons
- 4 Daemon Hammers
Dreadknight (225 pts)
- H. Incinerator
- H. Pyscannon
- Greatsword
- Teleporter

I think you hit the nail on the head.

I only know of Teleport Homers being useful under one specific circumstance. That is Teleport Homers on Interceptors who deploy and Shunt into position on turn 1, with Dreadknights to take some heat off of them and kill stuff, and you have other units that will reliably arrive from Deep Strike Reserves on turn 2 (which means using a CAD instead of a NSF).
