I went to Hershey Park in central PA this year, and I have to say I was more than a little disappointed. I fully expected the entire theme park to be make entirely of chocolate, but no. Here in America, we have "building codes," and some other nonsense about chocolate melting if don't store it someplace kept below room temperature.

In Horus Heresy games, infiltration has a lot more counters - for example, one of the troop choices for the Taghmata Omnissiah, a commonly played force, disallows infiltrators setting up within 24". The Lion is properly costed. He's expensive but allows a ton of repositioning which is extremely cool.
Good work OP, Magnus is brutally powerful as it makes sense. However, the cost won't be enough to defeat the fact that he can be an Invisible Daemon Factory and beat every single other Primarch in combat with ease.
For Russ, make it so that if the Psyker is ML3 or higher then they only manifest warp charges on a 5+. Might give him a chance against Magnus!

I wasn't sure about infiltrating when I put it in, but not because I think it's OP. In fact, it's a much less deadly tactic in 30k than it is in 40k. As previously mentioned, there are a lot of units that straight up deny infiltration within up to 24" of them. Furthermore, there are more armies that can entirely infiltrate and pull it off bette than this. For example, the Alpha Legion have the option to infiltrate EVERYTHING and on top of that, steal other armies' units and mess with your reserves. If they bring Alpharius and use their rite of war, then imagine this scenario: Any entirely infiltrating army (including Spartan Assault tanks with ceramite armour), unique units that have been straight up stolen from other legions (Iron Warriors tyrant terminators with cyclone missile launchers & TL Bolters that they can fire together, which are also infiltrating), Preferred Enemy (Everything), a land raider proteus and a special rule which gives -1 to your reserves (so, you can only bring in reserves on a 5+) and finally, if you manage to bring something in, on a 4+, it becomes an enemy unit which comes on from reserves.
Really, the reason I was a bit iffy about infiltrate was because with the 30k Dark Angels rules, I'm trying to make them more like the Knights of medieval Europe than the Catholic Church. So, the rules I'm making for them base them more on honour and chivalry, so they have excellent morale benefits and gain benefits in challenges (though they have to issue and accept them). So, I'm not quite sure if infiltrate will suit them, so I'll see if I can re-do it.

Well, primarch rules don't have to be Legion tactics +1. I hadn't realized all the hard counters to infiltrate. The lion (at least in the books) was a tactical genius to rival Horus, so I can totally see that being his thing and the way its worded, he's still separate from Alpharius as far as flavor goes. I like it.

From Scars, I get that they're evenly matched with Khan being faster and Mortarion being tougher. It's similar to how I came with Russ & Jonson. They are both described as being equal in skill, with Jonson being faster & Russ being stronger.
From what I can tell, Sangunius can one shot other primarchs, cause a wound, they fail a test and then they are removed. That is a little silly dont you think? If he did that in lore, he would have killed horus easy.
Bear in mind, he had defeated a Bloodthirster and almost single handedly held the Imperial Palace against a horde of daemons for several days before fighting Horus.
There are plenty of weapons that do that (IE, Space Wolves Hellfrost weaponry). Even Russ has a Hellfrost weapon. Even so, Primarchs only have a 1/6 chance of failing and Mortarion can re-roll his failed Toughness tests (he is also T7).
