Some argue that the wording of the rule about mixing models of different chapters is unclear. That it only applies to "units" not "models" and so models still retain the chapter tactics but units do not. In that case I have some questions:

If I have a unit of ultramarine devastators with an imperial fist librarian, can I use the devastator doctrine or will it have no effect?

If I join a white scars chapter master to an iron hands command squad with an apothecary, will the entire unit lose both hit and run as well as the +1 to FNP?

Basically, is mixing chapters possible anymore?

If unit contains models with different CT that unit benefit from neither of CT. As explained in CT special rule, with example provided.
If I have a unit of ultramarine devastators with an imperial fist librarian, can I use the devastator doctrine or will it have no effect?

The unit is composed of models with different CT.
"If a unit contains models drawn from two different Chapters, it counts as from neither Chapter, and thus benefits from neither Chapter Tactic."
"If an Ultramarines Tactical Squad is joined by an Imperial Fists Chaplain, it counts as neither an Ultramarines unit nor an Imperial Fists unit."
How else it would be possible to loose their benefits if only IC can join units?
The unit has no longer Chapter Tactics (Ultramarines) nor Chapter Tactics (Imperial Fists) so it is unable to use their benefits.

What benefits could above unit have:
- Scions of Guilliman
- Bolter Drill
Entire unit count as neither Chapter..
Unit is composed of models.
All models count as neither Chapter.
All models lose this benefits.

That would by my interpretation.

Mixing chapters is possible, they only lose their CT.

I thought they just meant that, in example, an Iron Hands Chapter Master doesn't get Hit And Run from being in a white Scars squad but still has his own benefits.

Per the part of the rule @danyboy quoted, a unit containing models with different chapter tactics counts as neither. They lose their Chapter Tactics benefits while in a mixed squad.

If you want to mix and match units and chapter tactics you could always use RW bikers. Ravenwing command squad with a few ICs and a nearby Darkshroud is a pretty lethal combo. Twin-linked rapid fire plasma, stasis grenades, corvus hammers and whatever your HQ have help you remove a few units off the table a turn. 2+ rerollable jink, 3+ armor and 5+ FNP help you not get removed in turn. With the stasis grenades you can usually strike before your opponent in CC.

Also just a note: the only way to have multiple chapters in your army is to take multiple detachments.
